It is a common bug on Ubuntu Systems with any version of UNITY
installed.
This is still an occurance on the latest development release of Ubuntu
Saucy and it should be RESOLVED ASAP. As there is clearly a design error
with gtk+ integration the file manager and open and save dialog windows
running

I have worked around this by installing compizconfig-settings-manager
and enabling the "Window Rules" plugin. You can make a rule
"type=Dialog" for "Maximize". Now all Dialog windows are opened
maximized. You could also make a "Size Rule" to have dialoges opened at
