Public bug reported: I have a secondary monitor plugged into my computer. The secondary monitor is positioned logically ABOVE the primary monitor (in the Monitors Preferences). The Ubuntu system menu bar (a Panel) is positioned at the TOP of the primary monitor. In such a configuration, when a new window is opened that is supposed to be positioned on the primary monitor, it is positioned so that the windows title bar is almost entirely UNDER the Ubuntu system menu bar. I've attached a screenshot of the problem. When there are multiple monitors attached to the system, the window manager needs to take into proper account the position of the System Menu Bar to ensure it doesn't open windows UNDER the System Menu Bar
