The issue with light-themes is not related, and should be logged as a
separate bug.
Because no matter what your theme is tweaked to use, this bug still
persists. That is unity-window-decorator doesn't honour the Window
Decoration plugin settings.

Sorry, that was supposed to read 'metacity-theme-1.xml'. So, it actually
looks like a "bug" or a bad copy-paste in the Ambiance theme.

Found the cause here.
In /usr/share/themes/Ambiance/metacity-1/metacity-theme-1.xms:
Section
shadow radius is set to 8.0 just like in normal_unfocused. I changed it
to 24 instead which gives the intended behavior.

What the problem looks like to me is the shadow style that was given to
windows without focus in Natty is being given to all windows in Oneiric.
