Since the rating algorithm appears to be capped at '0' Elo,
'resign13' is skewing the ratings at the lower end.

I'm now running AmiGoGtp on CGOS, too. I think that's enough bots on my
machine for now. Hopefully, the bot will be strong enough soon enough to
make that work.
