If we disconnect from one AP and immediately connect with another, the AP we are trying to connect to is removed in g_supplicant_interface_connect where it calls network_remove. What happens then is when the the connect call is finally processed, the supplicant no longer knows about the interface and it returns an error "There is no such a network in this interface." I've been able to work around this by putting a delay between the disconnection of the old AP and the connection to the new AP in our application, but it seems an inelegant solution. If there is something better, I would like to know.
