I have Russian (standard) keyboard layout configured in KDE.
I configure Russian (yaverty) keyboard through drakconf and chose two-shifts
as a switch. It does work perfectly but the selected language does not show
on the docked icon of KDE.
I then switch layout with CTRL-ALT-K a couple of times

produced a no-mouse situation). Sure, I can use the command line to set
things up, which is what I ultimately did. However, newbies used to M$ will
exhibit
1. When switching machine off, the messages in terminal (style of:
unmounting local filessystems - OIK) are displayed in pseudographics (broken
diplay Russin fonts?) Only after a dozen of messages the language is
switching to English.
2. Some localised manual pages appear in a wrong encoding:

I got same, /dev/hd* was removed, and lilo couldn't be launched.
I suspect dev or devfs package for removing some entries

No. I always do an md5sum after making any floppy:
[ron@small images]$ md5sum /dev/fd0 hd.img
8d20bd3dbe305c0c767101a978a8d0a8 /dev/fd0

As you see, I am doing an hd.img install from the downloaded cooker
tree, not from CDs.

This has happened since 9.0rc1. 8.1 and 8.2 installs went fine.

not functioning. However, this time, my usual method was derailed, as there
