I know you can edit /etc/rc.d/init.d/cups so that it
doesn't run /usr/sbin/setcupsconfig, and it looks like
there's something you can do with
/etc/sysconfig/printing so it also doesn't run it, but
wouldn't it make sense for cupsconfig
