Not really true. There are already tools in the KDE-Control-Panel which require root-access (the Laptop/Powermanagement-settings). It also manages some "general" settings (like Time/Date). Also in most other operating systems (eg. Mac, Windows, Beos) there is a central "Control-Panel" for both
