Today is release day of RHEL 8.9, and everyone (including customers) is seeing 404 not found error when trying to access RHEL 8 repositories (without the locked release). I expect from previous experience that all repos will be pushed & fully synchronized in another 4-7h. So in case you see some failed builds, just wait for couple of hours. The same is applied if you try in-place upgrades with RHSM in upcoming hours. Another solution is to lock system (or upgrade with leapp) to RHEL 8.8 if you do not need to do anything with RHEl 8.9 really.
