If I had to guess is that's its not able to set a cookie on the server.
I'm having a similar issue here, although I'm on Windows as opposed to
any variety of Unix. Check the permissions of the Cosign Cookie fol

The problem is because of the wrong certificate.
our service key is suppose to be xxx , but the certificate was
generated by a cname of something like xxx.auckland.ac.nz
