I've discussed the situation with Robert and Ask at the Perl NOC.
They've said that if we keep it throttled and there is still steady
progress towards CT 2.0, they're willing to let it go a few more
weeks.
I'll write a longer email later with status -- I hope to be able to
announce the start of a

March 1 has passed, and reports still appear on NNTP and CPAN testers website,
but I'm not sure will it last long.
Should we continue to send email reports with reduced rate or it's better to stop sending reports until CT2.0 is up and
running?
