    I've been getting those reports from time to time and spotted this

    Notice how the testsuite couldn't find Moose in @INC but it
definitely is installed as seen in the PREREQUISITES section.

    I strongly suspect this is the same problem as the one I reported
several weeks ago to the cpantesters mailinglist:

    "PERL5LIB env variable import possibly broken for large contents on
Win32? ( Was: Re: Your CPAN smoker is misconfigured? )"

    TLDR; The fix is simply to unset "build_dir_reuse" in CPAN.pm
