Okay, I think I've fixed the code that generates this: It was being run in a
DESTROY block, which means that the database connection may have gone away when
it's attempted to be run, maybe. Nothing in any log shows an error to that
effect, but that's my present guess.
Perl versions are only updated when new reports come in, so I'm going to come
up with a utility to regenerate the Perl versions from the processed reports,
and/or from the CPAN mirror. For now, we play the waiting game...

I think this still needs attention. When I go to:
http://www.cpantesters.org/distro/U/UR.html#UR-0.46
... and look in the drop-down box marked "Perl version", the most recent
version listed is still 5.25.6 -- notwithstanding the fact that on that
same page you can see that the distro has gotten a PASS on 5.26.0 on Mac
OS X
(http://www.cpantesters.org/cpan/report/929e5504-72fb-11e7-8156-e41f78bf7321).
Note: One possible confusing thing here is that the version numbering
for this distro looks screwed up.
http://matrix.cpantesters.org/?dist=UR%20v0.24.0 says that UR 0.46 is
the latest distribution per metadata, but there exist 0.5, 0.6, ... 0.9
as well.
Thank you very much.
