Well, all EPP packages depend on the MPC on Oomph and on... :(
But these projects could be disabled easily without too much negative
side-effects, whereas other projects cannot be disabled.

EEF will participate in Oxygen with a version 1.7.0.
Since EEF is a framework, we think that we can move its offset to +1.

Scout is participating in Oxygen with offset +3, but likely will miss M1.
We are depending on M2E which is disabled as it in turn depends on the disabled
WebTools Project (see Fred Bricons message).
We'll recontribute to the Oxygen Simrel Build as soon as this is resolved.
