The downloads/archives services provided by the Foundation are the right
places for files of this size/kind. In this specific case use
archive.eclipse.org for files that won't see a lot of activity as that will
help keep our mirror footprint smaller(which makes the mirrors happy).

Over a year ago we deployed the eclipseprojects.io domain to replace
eclipse.org for project vservers (ie: che.eclipse.org ->
che.eclipseprojects.io) . As part of that we setup some temporary
redirects while projects updated their documentation and communities.

Just to let you all know I'm planning to move all repositories under
Gerrits control on June 4, 2018. Bug 533786 has been filed to track the
work and provide a place for any discussions.
Basically our current setup is a bit of a mess with ownership being divided
between Gerrit.
Just to clarify -- the Tuleap instance at tuleap.eclipse.org is meant to
be used as a test bed for the tool, and is not part of the Eclipse
Foundation's supported infra. It is not operated, maintained or backed
up by Webmaster.
