repository without getting a build verification by Gerrit, and that this
setting is active for branches other than master
In doing the latest Linux Tools update for Oxygen_update, I ran into an
issue with a webtools repo which does not exist. Using the date as a clue,
I changed it from 3.9.0 to 3.9.2 and checked in a fix. If this is wrong,
webtools-folks, please change it. Without the change, it would not
validate
