NIST states on its Web site that a draft FIPS for AES would
be issued for comment "shortly after announcement of the
winner (probably in November 2000)." Anything scandalous
behind the delay?

the house record [Page: H12100 et seq]. I cannot find any mention of
HR.46, or "encryption", or "wiretapping". I also looked at every
reference to the word "computer", which appears
