On a windows server use windows firewall, on linux use iptables. Google more
detailed instructions if you haven't used neither of those to block IPs before.

What IP is it? Server IP or some players IP who was on the server? Seen
people dropping off due to server sending too much data to players and
some player sending too much packets to the server to make it lag but
not sure what it is this case. Perhaps someone is packet flooding the
server.
