Section 9.4.1 [1] does not say that fixed positioned elements establish a new block formatting context. Is that a miss? Is it another case of "fieldset"? (not in the spec as a "nbfc" trigger but always implemented that way). Or is there another reason I'm missing? I know that CSS3 spec [2] incl
