I have solved this... with help!
Offlist, Marc suggested paring down extra padding and margins to
counteract the fact that the browsers were giving me unwanted extra
padding / margins.
This worked.

I thought it was time to re-do an old client's site using CSS - no

So far, no dice.

It looks fine in my IE7 and Firefox.
It looks broken in Opera 9.24, and IE6.
A whole section slides down the page. I've checked

This validates CSS and HTML.
It looks fine in IE 7, Firefox 2.0.0.7 and Opera 9.21.
EXCEPT there is no vertical scrollbar in Opera.
