Your navigation images (such as help_nav.gif) aren't transparent, so the
background image you pass in the a:hover isn't being seen.

I'd recommend, anyway, using actual text instead of images, but if you're
married to that font, you need to make those navigation images transparent.

I am working on this page with all the css on same page but having a
difficult time getting the ³a:hover² to work. I am trying to get the color
to change slightly when the mouse hovers over.
