No. not actually.
you need javascript for doing that.
By the way: the pseudo class hover works only in tags with all bowsers.
IE doesnt support :hover for block elements like divs.

No. CSS can only alter the presentation of descendents of the hovered
element, subsequent sibblings of said element,

With CSS can only access elements that are contained in the element
you are applying the hover (or focus) to. There might be options in
some browsers to affect next
