I'm really stumped by this so I posted again at a different time of day to
try and 'catch' a different audience ...

Maybe this is too simple - but when I've come across an issue like
this, I make the image bigger. Meaning, if my page background is
green, and my bullet is black, I'll make my image with the padding
built into the top (or bottom, as needed) of the image itself, and
make the background gree
