Yikes! Dreadfully slow even on my T1 line. I would suggest having a sit down meeting with the designer and the church contact person and explain the merits of a fast loading web page and how it will help them from an accessibility and search engine standpoint. If potential church members get on this and it takes forever to load, they will leave vs waiting for it to load. If you really want to sing this home have them try to get on your test link on dial up! My suggestion is to slice the image into div layers just as Adam had suggested and try to move forward from there but the designer has to be more realistic about the type of images they are producing for the web.
