I've got a sample at http://www.canelkatz.org/test.html
with css at http://www.canelkatz.org/lilly.css

There should be a yellow background, white header and footer and a
main grey bordered box with two columns contianing yellow
boxes of content. This validates as HTML and CSS and looks
right in mozilla and safari.

In IE6
   a) the grey background box is completely wrong
   b) the links to the top of the page don't work
      (they work fine in mozilla and safari)

How can I fix this, please?

Also, even in Mozilla
    The links inside my navigation bar look fine when
    padding-bottom is zero, but the boxes for the links
    overlap the UL and LI boxes when the padding is not
    zero.
    I thought that that couldn't happen since the browser
    would automically set the size of external box large
    enough to hold the inside boxes. What don't I understand
    please?
