Not sure what's up but there is an error in your css. Since this is in
the section for your menu you should fix that.
In the section
#background{
You have a value of 1 for border:
Numerics have to have a value type defined, as in 1px, 1em, or other
typedef.
Also I would use border-width: if all you are going to do is set the
border width at that point.
