Through this means we are having this published in various media, we are
expressing our dissent concerning what the leaders of the Peace and Justice
paramilitary group are doing.  These include the following persons:  Carlos
Lo'pez Torres, municipal president of Tila;  Germa'n Pe'rez Ramirez, DIF
director of the municipality of Tila;  Antonio Pe'rez Ramirez, from the
joint property of Las Palmas, municipality of Tila, organizer of the Peace
and Justice group;  Manuel de Jesu's Tin, from Tila and former PRI
councilperson of the Tila Municipal Council.  These gentlemen are
stockpiling weapons in order to give them to their groups in different
communities.  They are now threatening to dislocate us from our community,
so that they can take possession of our above-mentioned community.  It is
also already known that that they are requesting authorization from the
agrarian development delegation in Yajalo'n, Chiapas.  They are planning to
enter into our homes and to dislocate us prior to the elections of this
August 20 of the year 2000.  For this reason, we are urgently calling for
intervention by the Governor of the State of Chiapas, to investigate and to
punish with the full weight of the law.  The Political Constitution of
Mexico says that no one can be disturbed in their person, family or home,
and we do not have our rights and guarantees of equality and liberty.
Given that the residents of this above-mentioned community have been in
possession since February 19 of 1994.  And we are owners in good faith, and
we have a bill of accord signed by the owner, Juan Benito Machin on
September 11, 1997 in the office of the Agrarian Development Department in
Tuxtla Gutie'rrez, Chiapas, in accordance with Engineer Roberto Va'zquez
Solis.  And we have, up until now, been proceeding well in agrarian
matters, but the paramilitary groups have never respected us as humans, as
has been the case over the last few days by those from the "Development,
Peace and Justice Groups," where threats are being made against the town of
Revolucio'n, Municipality of Tila and in Sabanilla.  It falls entirely and
immediately under the responsibility of the relevant officials of the
Governor of the State.  That is why we are urgently sending this bulletin,
given that groups of paramilitaries are moving about next to Pasija
Morelos, municipality of Sabanilla, Chiapas.  They were heavily armed and
masked on the same day, August 4, 2000, on the lands of the town of
Revolucio'n, some 3 kilometers from the village. Between Francisco Villa and
Pasija Morelos and Castellano Domi'nguez, El Parai'so, municipality of
Sabanilla.  They are planning to go and dislocate the town of La
Revolucio'n, municipality of Tila, Chiapas.  The witnesses [to this] are
members of the above-mentioned places.

                         COMMUNITY DEFENDER THREATENED

On July 28 the Chiapas Community Defenders Network (Red de Defensores
Comunitarios por Los Derechos Humanos) met with Alejandro Soussa the
Coordinator of the National Comission for Human Right section in the Jungle
and Altos of Chiapas in order to present him with the cases of human rights
violations in our communities, and this in furtherance of our work to take
up our own legal defense.

On that occasion our brother Marcos Lopez Perez, form the community of
Petalcingo, in the Municipality of Yajalon, formally submitted a complaint
concerning the military presence within his community.  He specified that
the members of his community are constantly stopped and searched at various
checkpoints within his community and that the military frequently destroys
the agricultural products from which the communities make their daily living.

In addition, in response to the events of August 3rd in Tierra y Libertad
(formerly know as Paraiso and Progreso), also in the municipality of
Yajalon, Marcos investigated the paramilitary aggression, published a press
release that described the events of that day, and filed a formal complaint
with the Public Ministry and the National Comission for Human Rights
denouncing those responsible for the paramilitary aggression in Tierra y
Libertad.  Both of these actions were taken by Marcos Lopez in fulfillment
of his duty as his community's "defender," a job for which Marcos and 18
other community defenders from around Chiapas have trained for during the
last two years.

On August 6th a person dressed as a policeman and identifying himself only
as Samuel showed up at Marcos's home demanding that he be given the orginal
copy of the complaint filed with the National Comission for Human Rights on
July 28th. Since this event took place Marcos has recieved constant threats
to himself and to his family. Those who threaten Marcos claim that the
Public Ministry and the military are going to raid his home. In addition,
various members of Marcos's community reported that they were present at a
meeting where members of the Partido Revolucionario Institucional (PRI) met
with representatives from the National Prosecutors office to plan actions
that would make Marcos recant his formal complaint to the National
Commission for Human Rights.
         As a member of the Chiapas Community Defenders Network we stand in
strong solidarity with Marcos, and WE DEMAND THAT:
1)      His physical integrity and his rights as a human rights worker be
fully respected!
2)      That threats made against him cease immediately !
3)      That the National Commission for Human Rights take immediate steps
to gaurantee that Marcos can do his work without further impediment.
