Foot and Mouth
The bio-isolation measures being implemented in Britain right now
are a huge operation, hopefully never to be witnessed this side
of the Atlantic. Many consider it too little, too late.
Accusation and indictment are flying fast and furious. The
biggest logistical problem concerns the disposal of the
livestock. Unholy pyres burn all over Britain day and night, as
sickening fumes drift over the usually pastoral countryside. And
the contagion is still spreading.
All civil movement in identified areas - the Exclusion Zones -
has been frozen and people are housebound by Draconian measures
set to stave off the total destruction of the whole UK livestock
industry.
The measures enacted have never been seen in America, and it is
doubtful whether folks here can envision the kind of restriction
of civil rights that it would demand. Children have to bleach-dip
their shoes coming into school buildings every time they go
outside. Whole villages are under mandatory 'lock-down', where
inhabitants with nominal illnesses are barred from getting to the
doctor for any reason except for immediate threat to life.
Diagnosis is strictly by phone and prescriptions get handed over
the garden fence by local authority. Families are warned of
imminent quarantine measures so that they can get their children
home before they are disbarred from going home at all.
The first question that comes to mind is - why is there no
immunization program for foot-and-mouth? There is.
The problem is, that the test for an infected animal delivers the
same results with those that have been inoculated. The
immune-assay looks for antibodies, and the differences are
indistinguishable. New research into synthesized antibodies
promises distinction but testing is not complete.
There are seven varieties or sero-types of foot-and-mouth, and a
specific vaccination is required for each one. The virus involved
in the present UK outbreak is a serotype 'O' virus and was first
isolated in India ten years ago.
In the final analysis, the reasons for not wanting to inoculate
livestock are economic. Once a nation loses it's certification
that it is totally free of the disease, their ability to export
dairy and livestock products on the world market are pretty much
zero. How do I know so much about it? I don't - this is just
personal experience, nothing special. Some of my old schoolmates
are Somerset farmers in the middle of it like their fathers were
thirty years ago.
Right now, all US military equipment returning to CONUS is
undergoing decontamination procedures before release. Personnel
and baggage are going through the same routine, which is good
training. It's a huge stretch to make, but the only good thing
that can be said for it, is that it is priceless practice for the
UK in the science of basic biological warfare control. An
opportunity the likes of which we pray we never have here.
I would really like to see a freeze on all trans-Atlantic travel
for the interim, and ignore the tourist industry lobby
completely. That includes travel into Canada and Mexico. Good
practice for the drug and terrorist containment programs too.
Travel in today's business environment can be almost completely
supplemented with modern communications. I don't care what it
takes, but we can't have this happen here in the US at any price
- this stuff spreads like wildfire and the costs would dwarf the
Defense budget.
