Wells Jr. ([EMAIL PROTECTED]) Excerpt From His Book "The Montauk Files: Unearthing the Phoenix Conspiracy It is important to understand that the information we are about to cover is only an extremely small portion of what is publicly known about the U.S. government's attempts at Mind Control. Even though the amount of known information is large, the data still remaining secret must be even more massive. When, and if, these other activities will ever be made public depend largely on our tenacity. The government, obviously, will not be volunteering anything due to their goodwill and integrity on the matter. Modern Mind Control stretches back to the spring of 1943 and the Dachau concentration camp in Germany, infamous for its inhuman treatment of Jewish prisoners. Not only were the Nazis doing human performance tests on prisoners (oxygen depravation, altitude and pressure testing), they were using large doses of mescaline on prisoners to study the effects it had on the mind. Enough dosage, they felt, and the prisoners would reveal their innermost secrets. In 1947, the Navy got into the act by starting Project Chatter. Chatter was to develop a truth drug that would force people to reveal their innermost secrets. The goal of this project was to weaken, if not eliminate, free will in individuals. What did the Navy, partially responsible for the Philadelphia Experiment, need with a truth drug? Project Chatter was closed in 1953. In 1947, as soon as the CIA was formed, Project Bluebird was initiated. Bluebird was intended to; 1) Prevent unauthorized extraction of information from agents; 2) Investigate the possibility of controlling individuals; 3) Enhance memory abilities and 4) Establish a defensive means to prevent hostile control of agents. In 1951, the CIA coordinated mind control efforts with the Army, Navy and Air Force. The Navy already had an ongoing project named Bluebird, so the project was changed to Artichoke. The charter of Artichoke was to; 1) Develop any method to get information from a person against their will or without their knowledge; 2) Counter the same method if it is used against the United States and 3) Find a method to entice a person to do their bidding, even if it was contrary to natural laws of preservation. Separate from this effort, in 1953, the CIA launched their biggest, and deadliest, effort towards Mind Control. Its funding was secret except to the highest levels of CIA management. This project was an 'umbrella project' that supervised research on radiation, electroshock, various fields of psychology, psychiatry, sociology, anthropology and paramilitary devices and materials. MKULTRA had been born. When the plug on MKULTRA was finally pulled in 1973, it had spawned and supervised an incredible 149 sub-projects. In 1977, Admiral Stansfield Turner, Director of the CIA, presented the following list of MKULTRA activities to two Senate Committees: Research into effects of behavioral drugs: - 17 sub-projects not involving human testing - 14 sub-projects definitely involving human testing - 25 sub-projects involving human testing on unwitting subjects Research on hypnosis: - 6 sub-projects - 2 sub-projects involving use of hypnosis and behavioral drugs Acquisition of chemicals and drugs (7 sub-projects) Aspects of magician's art useful in covert operations (4 sub-projects) Studies of human behavior and sleep research (9 sub-projects) Library searches and seminars on behavior modification (6 sub-projects) Motivational studies or MR (23 sub-projects) Polygraph research (3 sub-projects) Funding channels for MKULTRA activities (3 sub-projects) Research into drugs, toxins and pathogens in human tissue (6 sub-projects) Activities whose purpose could not be determined (3 sub-projects) Activities involving Army Research at Fort Detrick (MKNAOMI) (3 sub-projects) Single sub-projects in the following areas: - effects of electroshock - harassment techniques - analysis of ESP - gas propelled sprays - 4 sub-projects involving the use of crop and material sabotage 3 sub-projects canceled before any work could be started So, of which sub-project do you think you or your family were a part?? How many of these sub-projects does it seem that Phoenix could have been a part of?? By my count, judging by only the information presented above, there are a total of 101 out of these 149 sub-projects that could have incorporated Phoenix in one or all forms of its legends. This is a strikingly high and statistically significant number. MKULTRA was shut down in 1973. Prior to this, in 1963, MKDELTA had been initiated. MKULTRA was only research into the areas documented above. MKDELTA was the delivery mechanism for these projects to be institutionalized in various fields and areas of operation. What has gone on in the ranks of the CIA since MKULTRA was shut down has not been discovered. SUMMARY If all we are after here, regarding Mind Control, is proof of the concept, that is, Mind Control experiments were conducted under government approval, we are already there. The experiments were conducted. If we want to specifically tie these experiments to some of the evidence found at Montauk and the legends of Phoenix, only one more small step is required. I have taken this step and let me tell you, I am a believer. In the many hundreds of stories and references involved in the MKULTRA papers and documents, I could only guess that many would have some possible implications to what happened at Montauk and the legends of Phoenix. I have not read them all, but contained below are some of the most interesting facts I have found about MKULTRA operations that tie directly to Montauk and Phoenix. In 1959, MKULTRA documents first mentioned radio controlled stimulation of the brain using both implants and actual radio signals. In the 1950's, the CIA developed a chair that was a superpolygraph, or lie detector. The chair was extremely sensitive to the human that sat in it and required no external connections to the skin to pick up slight changes in heart rate and pulse. In 1960, CIA Deputy Director for Plans Richard Helms spoke of sophisticated approaches of coding information for transmittal to population targets. This sophisticated approach used principles of Automata Theory. In 1963, in a memo to the Deputy Director of the CIA, Richard Helms stated that to continue to maintain the capability for influencing human behavior, the CIA would be virtually obligated to test on unwitting subjects. In 1969, a team of scientists from the CIA Office of Research and Development (ORD) was formed to take the existing research of Mind Control a step further-into the realms of black magic and the supernatural. This was Operation Often. In 1970, Project Pandora was initiated to research the biological effects of Electromagnetic Fields (EMF), including microwaves and radio waves, on the human body and mind. In 1972, Dr. Steven Aldrich headed the efforts that built the Schwitzgebel Machine, which was a behavior transmitter and enforcer that fitted to the body via a belt. Also in 1972, implant technology began to be used in animals to control sexual and other behaviors. They could cause a bull to charge and then stop at the touch of a button. Even after MKULTRA war shutdown, J.F. Schaptiz proposed and received funding for a project where the spoken word was modulated into electromagnetic energy and transmitted directly to the subconscious part of the brain. In conclusion, if you haven't heard enough yet, it is time to meet Dr. Donald Ewen Cameron. The name Cameron appears so many times within the legend of Phoenix, it seems right at home here. Dr. Cameron headed the Department of Psychiatry for McGill University in Montreal, Canada. He later directed the Allan Memorial Institute. Dr. Cameron was on the CIA payroll, under MKULTRA, from 1957 until his death in 1967. Cameron did diabolical work ranging from repeated electroshock therapy to drug injections on unwitting subjects. In fact, it was an old patient of Dr. Cameron's who underwent some of this treatment, a certain Mary Morrow, who brought the roof of MKULTRA crashing down. Five days after Cameron's death, Mary Morrow filed a suit against the Allan Institute. The repercussions of this suit finally brought about Richard Helms resignation in 1973 and the end of MKULTRA. The odd part about Cameron's work are his rooms. In the Allan Institute basement, which was off-limits to all personnel, Cameron built three rooms to do further research into Mind Control. These were the Grid Room, the Zombie Room and the Isolation room. I cannot help but think of the parallels to LSD Building and psychedelic rooms on Montauk Air Force Station. The Grid Room was just that, a series of grids on the wall. These were for measuring the patients movement while undergoing radio-telemetry experiments in electrode-monitored restraints. The Isolation Room was padded and painted completely black.
