FEDERALIST PERSPECTIVE

In the news this week, the Public Broadcasting "Service" aired its
latest opinion-shaping propaganda in support of homosexuality -- this
time a hit piece on the Boy Scouts of America -- as part of its
celebration of "Gay Pride Month." "Scout's Honor," a "documentary"
produced by homosexual activist Tom Shepard and underwritten by a
consortium of homosexual advocacy groups, featured the exploits of an
adolescent Scout and his "gay" mentors (including a "spiritual"
advisor) -- all members of a radical front called "Scouting for All"
-- in a crusade against the BSA for its policy of declining requests
from homosexuals to serve as mentors for young Scouts.

Tom Epstein, vice president of communications for PBS, claimed,
"Scout's Honor presents a very sympathetic look at the Boy Scouts,
generally." The largest veterans group in the nation, the American
Legion, saw it differently, and is calling on all Americans to "take a
stand against those who seek to destroy the Boy Scouts." National
Commander Ray Smith says PBS is "driving another nail into the coffin
of the moral and cultural values of our society. ... Attacking one of
America's greatest traditions simply because they exercise their right
to set their own membership and leadership standards is outrageous."

Should you wish to express your "sympathetic" opinion about the
program, PBS President Pat Mitchell can be reached at
<[EMAIL PROTECTED]>. (You may recall, your IRS overpayment funds a
large portion of the PBS budget -- $43.7 million to be exact.)

In addition to the PBS puffery advancing the "gay agenda," the
District of Columbia's so-called "Commission on Human Rights" set a
precedent for similar panels across the nation this week when it
ordered the BSA to reinstate two homosexual Scout leaders, saying the
BSA must "cease and desist from revoking memberships of individuals
solely because of their status as homosexuals." The panel ordered the
BSA to pay $50,000 in compensatory damages in addition to the
plaintiffs' attorneys' fees and legal costs.

marriage and family, see today's Second Opinion, "God and the BSA v.
The Sodomites."

Quote of the week...

"The Bush White House was told early on by Teddy Kennedy that any
education bill containing vouchers would be DOA -- Dead On Arrival.
So, instead of taking umbrage at Kennedy's arrogance, Bush did exactly
what he used to do in Austin: just join a bill currently being passed
by the Democratic Senate and, when you sign it into law, take credit
for it! That makes great headlines -- and lousy policy. The
Kennedy-Bush Education Bill has no vouchers -- and more federal
spending on education than ever before! Thus a supposedly conservative
Republican now believes that more federal spending is the way to help
students learn. What Bush should have done -- and he could still do it
-- is put the same energy into school choice as he put into the tax
cuts. He should go everywhere in the nation to teach and educate the
people on the absolute value of students and parents having choices
made possible for them with their own money! Short of that, G.W. Bush
has knuckled under to the Left. He has caved. From now on when he
claims he wants to be the Education President we should all just shake
our heads. His words are as empty as Hillary's and Teddy's." --John
LeBoutillier

Open query...

"Why is it barbaric to require that one who violently steals the life
of an innocent (or 168 innocents) not be allowed to keep his own?
Where is the moral tradition that prescribes life for mass-murderers?
How can it be civilizing to tell the world's worst people that no
matter how many victims they butcher, no matter what cruelty they
inflict on others, the worst that will happen to them is that they
will go to prison? Those are questions that abolitionists never
answer." --Columnist Jeff Jacoby

News from the swamp...

In the Executive Branch, having taken much fire from the European
Union and the American Leftmedia about his decision not to sign the
Kyoto treaty on global warming, President George Bush clarified his
administration's position on the issue, saying: "No one can say with
any certainty what constitutes a dangerous level of warming, and
therefore what level must be avoided. The policy challenge is to act
in a serious and sensible way, given the limits of our knowledge."

Memo to the Leftmedia: It's the first day of summer. Summer is hot.
Time to unpack all those retread stories of how American consumers and
flatulent bovine (not to mention "couch potatoes") are ruining the
climate.

Speaking of "serious and sensible" in the Executive Branch, The
Federalist took some hits from our counterparts in the Leftmedia for
not supporting John McCain in last year's presidential primary. But as
Tony Blankley writes: "Two years ago (John McCain) was a solid
conservative except for his then-quixotic support of campaign-finance
reform restrictions. But since then he has opposed oil drilling in
Alaska, sponsored a version of HMO changes that Mr. Bush and most
Republicans oppose, co-sponsored a gun show loophole with Sen. Joe
Lieberman, supported the Democratic Party/trial lawyer attacks on the
tobacco industry and, most flamboyantly, he was one of only two
Republicans who voted against Mr. Bush's tax cut."

More to the point, Ed Ranger, the Demo Senate candidate who opposed
McCain in 1998, said this week: "If he had only let me know he was
going to be a centrist Democrat in his third U.S. Senate term, I would
never have become the Democratic nominee against him in 1998. Sure,
for a Democrat, McCain leaves something to be desired, but for a
Republican, I say well done and welcome to the progressive cause."

Perhaps The Federalist's strong criticism of McCain last year now
makes a bit more sense to those who viewed him as the "right"
candidate.

In the House of Lords, New Jersey Demo Sen. Robert Torricelli may well
be forced to leave office in the wake of the current criminal
investigations against him. In that case, we assume New Jersey's
Republican governor would appoint a Republican to fill his seat, but
if you think that would remand control of the Senate to Republicans --
think again. Rhode Island Sen. Lincoln Chafee, who, like McCain and
Jeffords, voted against Mr. Bush's tax cut, is on record saying that
he will abandon the GOP if Torricelli is replaced by a Republican --
effectively keeping the Senate in the hands of the Sociocrats.

Senate Plurality Leader Tom Daschle says he will keep the Senate in
session right through the Independence Day break if the
Kennedy-McCain-Edwards so-called "Patients' Bill of Rights"
legislation doesn't come to a final vote (not that many Demos
celebrate tax revolutions). The Demos' bill has less to do with
patients' rights than with trial lawyers' graft. Should the bill pass
with the legal lotto cash cow in tact, President Bush has assured us
he will veto the legislation.

Regarding "health care," Sen. Ms. Hillary (Mrs. Bill Clinton)
Rodham-Clinton has joined Joe Gore-Lieberman's effort to give the
Federal Trade Commission more authority to regulate movies, music and
video-game advertising to protect "the children." (Unfortunately it is
too late to apply the FTC's regulatory authority on the example
President Bill set for American youth.)

In other Senate news, given the lingering questions about Waco and
Ruby Ridge, some legislators are calling for better policing of the
FBI. They could start by giving state attorneys general the authority
to approve gun permits for any federal agents in their jurisdictions.

Over in the people's legislature, a group of Republicans who identify
themselves as "pro-life" sent a letter to President Bush urging him to
lift his ban on embryonic stem cell research. (Apparently, you can be
"just a little pregnant" after all!)

Republicans picked up another seat after Virginia's fourth district
special election to fill the House seat of Democrat Norman Sisisky,
who died in March. Republican Randy Forbes defeated Democrat Louise
Lucas.

Amid all the convictions of foreign terrorists in the last month, Rep.
Bob Barr, has introduced H.R. 19, the "Terrorist Elimination Act of
2001," which overrides executive orders prohibiting the assassination
of foreign terrorists by the U.S. government or its surrogates. We
suspect this bill is no longer necessary now that Ariel Sharon is on
the case in Israel!

Judicial Benchmarks...

>From the Supremes, in a 6-3 decision, the High Court ruled that a
Christian youth group could use a New York public school for
after-class prayer and Bible study meetings.
"When Milford denied the Good News Club access to the school's limited
public forum on the ground that the club was religious in nature, it
discriminated against the club because of its religious viewpoint in
violation of the free speech clause of the First Amendment," wrote
Justice Clarence Thomas, who was joined by Justices William Rehnquist,
Sandra Day O´Connor, Antonin Scalia, Anthony Kennedy and Stephen
Breyer.

In a setback for Sen. John McCain's proposed legislation to curtail
First Amendment rights (AKA campaign finance reform), a federal
district court ruled that banning contributions by corporations and
unions to political parties' "soft money" campaigns is a violation of
the Constitution.

The Commissars...

>From the "Bolshoi Bureaucracy" Files, commenting on Russia's inability
to track the whereabouts of some of its scientists, Secretary of State
Colin Powell noted, "[They] don't exactly have a Social Security
system that captures every Russian scientist...." One might conclude
from his comments that our Social Security numbers can be used by the
central government to determine our whereabouts.

Regarding your IRS overpayment...

The Department of Agriculture has an opening for a "Gay and Lesbian
Program Specialist" to manage its Gay and Lesbian Employment Program.
The position will pay almost $100,000 annually and notes "promotion
potential."

(Note: In all fairness to those who have been in a state of deep
unconsciousness for the last six months, the IRS is sending letters to
all American taxpayers -- at a cost of $21 million -- letting us know
we are going to get a miniscule tax break.)

>From the department of military readiness...

The Pentagon, in its Quadrennial Defense Review, has decided to end
its two-war front readiness requirement that has shaped strategic
policy since the fall of the Evil Empire. No problem -- if the Red
Chinese jump across the Taiwan Strait, surely Saddam would not march
back into Kuwait!

Speaking of invasions, inquiring minds want to know will there be a
"Free Al Sharpton" campaign now that the Vieques bombing range has
been traded for Puerto Rican votes?

Of course, a third of the aircraft that might otherwise be utilizing
that bombing range are grounded due to lack of spare parts.
Coincidentally, congressional auditors announced that the Department
of Defense could not account for 92% of its $1.1 billion appropriation
for military spare parts in 1999.

>From the states...

In the People's Republic of California, after explicitly rejecting
"government price controls" as a partial solution to that state's
energy fiasco because "price controls do not increase supply, nor
reduce demand," Mr. Bush has endorsed an electricity-price-cap plan
ordered by the Federal Energy Regulatory Commission. "They're not
talking about firm price controls...," he said. "They're talking about
a mechanism to mitigate any severe price spike that may occur, which
is completely different from price controls."

Memo to W: We checked, and a rose by any other name...!

Speaking of energy problems, Sociocrat energy czar Barbra Streisand
has issued "a call to conserve," suggesting that thermostats be turned
up to 78 degrees and that everyone use "warm or cold water to wash
clothes and try to line dry as much as possible." In response, the New
York Post observed, "We can't picture Barbra Streisand, clothespins
clenched in her teeth, leaning out a window of her Central Park West
triplex to hang hubby James Brolin's boxer shorts on a line to dry. We
can't picture her hanging out the wash in her Malibu backyard either."

In other Left Coast news, RINOs are attempting to draft for a
gubernatorial run against Gray Davis outgoing LA Mayor Richard
Riordan. Riordan not only endorsed ultra-Leftist Demo Antonio
Villaraigosa (that's former ACLU leader Villaraigosa and Aztlan
secessionist Villaraigosa), as his successor, but he also gave $20,000
to Gray Davis for his last gubernatorial outing and campaigned for
Bill Clinton. When running for mayor in 1993, Riordan said he favored
a "citywide police sweep [although that] gets very complicated but if
that's the only answer we could come up with, yes, I would be in favor
of that, and I would be in favor of much stronger control of gun
dealers even to the point of shutting them down."

The Sociocrats...

>From the "Clinton Presidue" Files, Bill has launched another
fund-raising mechanism. The new Web site, ClintonStaff.com, is a
nostalgic photo tribute to the Clinton years -- but you can't see it
without ponying up $30, which, as noted by American Spectator, "at
least is less than the ex-president's usual $125,000 fee."

And a final note on the Bush-Gore Debate-gate: Ms. Yvette Lozano, a
Demo mole serving as an aide to Mr. Bush's media consultant, pleaded
guilty to mail fraud and perjury for sending Mr. Bush's debate prep
materials to a Gore political hack and telling a grand jury she
didn't. (We are shocked -- SHOCKED -- to report that a Clintonista
will be held accountable for lying to a grand jury.)

The "Dumb and Dumber" Department...

>From the "Not Quite Ready for Prime Time" files, Hernando Lakes High
School, one of Florida's 20 celebrated "New Millennium Schools,"
awarded fine diploma cases to its 262 graduating seniors with the
words "New Millenium School" (one "n") embossed on the front.

Court Jesters...

(Warning -- parental discretion please!) From the "Department of
Injustice," a few years ago in the People's Republic of Massachusetts,
Mrs. Nancy Surprise stepped into her small town post office for a
moment, then returned to her car to find 280-pound Nathaniel Bar-Jonah
sitting on top of her 7 -year-old son. In lieu of jail time, state
prosecutors cut a deal with Bar-Jonah (who previously had been
arrested in Massachusetts for attempting to kill three other
children), convincing him to move to Montana, where his mother lived.
Montana authorities were never provided the complete details of
Bar-Jonah's criminal record. In December, Bar-Jonah was arrested in
Great Falls for the murder of at least one child (the remains of whom
he cooked into casseroles and served to his neighbors) and the sexual
molestation of three others. On a search of his house, the FBI found
lists with the names of missing boys in both Massachusetts and
Montana.

In business news...

The Human (read "homosexual") Rights Campaign is calling for a boycott
of Exxon/Mobil because the company won't add the words "sexual
orientation" to its non-discrimination policy.

Culture comment...

>From the "Commissars of Correctness" Files, the National Coalition
Against Censorship, a group of 35 sex-ed organizations, is protesting
the use of millions of dollars for teaching abstinence programs in
government schools, claiming "abstinence-only" fails to inform teens
about the realities of sex.

Faith Matters...

In news from the "Village Church" bulletin, delegates to the
Presbyterian Church (USA) General Assembly passed a resolution at
Friday's 213th General Assembly, to delete a section in the
denomination's constitution that stipulates people seeking to become
ministers, elders or deacons "live either in fidelity within the
covenant of marriage between a man and a woman, or chastity in
singleness." The removal of that clause was designed to open church
leadership positions to practicing homosexuals.

On the frontiers of junk science...

Last week, the American Medical Association passed a resolution
condemning the Boy Scouts' policy against homosexual scout leaders.
This week, the AMA targeted a perennial favorite -- guns. "There is an
epidemic and it's an American epidemic of handgun violence," claimed
the incoming AMA chairman, Dr. Richard Corlin, at the AMA's annual
meeting Wednesday. Corlin added, "[The Centers for Disease Control and
Prevention] must have the budget and the authority to gather the
detailed data we need."

NRA research coordinator Paul Blackman says Corlin's "epidemic"
classification is a "smoke screen" for the AMA's gun control agenda.
AMA member Dr. Robert Woolley (who, like many physicians, is also a
member of the NRA) agrees with Blackman. "Nobody disputes that people
dying and being injured from gunshot wounds is a terrible problem,"
Woolley said. "The dilemma is that groups such as the AMA ... are
making very simplistic assumptions that the solution is more gun
control."

Memo to Dick and his Leftist cadre: Come off your gated community's
golf course long enough for a dose of reality. There is an epidemic --
of cultural violence -- not "handgun violence." By the way, Doc, about
that Chardonnay you like to drink -- the number of annual
alcohol-related deaths exceeds that for gun-related deaths by 500%.
And the number of "iatrogenic" (physician error related) deaths exceed
the number of gun-related deaths by 2,200% annually -- ranking third
in the leading causes of death behind cancer and heart disease.

Around the world...

As you have undoubtedly heard by now, a man brandishing a knife
stabbed two dozen children in a Japanese elementary school, killing 8
and leaving 13 kids in serious condition. Japan and the UK have the
world's most restrictive gun control laws on their books, yet both
nations have recorded two of the world's worst school massacres in
history.

And last, the Sierra Club's Rocky Mountain chapter launched a campaign
urging energy consumers nationwide to protest the Bush
administration's energy policies by burning candles instead of
electricity Thursday. Ironically, the EPA fired back a warning to the
Sierra Club noting that burning multiple candles creates indoor
pollution levels that violate the agency's standards for air quality.
No word yet whether Barbra Streisand participated.
