A new terror law designed by US

Amid increasing fears that London is becoming a haven for violent
international extremists, the British Government is proposing
counter-terrorism laws which ban support for some radical organisations.
But civil liberties groups are opposing the legislation, saying it could be
used to silence dissidents who have no links to terrorism.
The legislation coincides with revelations that a recent Special Branch
raid on a house in West London uncovered a plot by extremists linked to the
Saudi terrorist Osama bin Laden to release deadly sarin nerve gas in the
London Underground.
As tensions heighten in the Middle East after British and United States
aircraft bombed purported military installations around Baghdad late last
week, British police and intelligence agencies are on the alert for
possible pay-back terrorist actions.
The legislation also comes after several countries, including Egypt and Sri
Lanka, lobbied the Government to stamp out London-based support groups for
insurgent organisations in their countries.
The Home Office is yet to outline which international groups will be listed
as outlawed under the Act, but the Home Office has outlined plans to use a
US State Department list of 40 "designated organisations" as its blueprint.
Most of the groups outlawed in Britain are likely to be those with
suspected links to Islamic extremists.
The joint Special Branch and MI5 raid in West London last week allegedly
uncovered instructions on the manufacture and deployment of sarin.
Odourless and extremely difficult to detect, sarin kills in seconds, and
was used by the Japanese cult Aum Shinrikyo in an attack on Tokyo's
underground in 1995.
Twelve people died and 5,000 were injured.
At least six men appeared in court at the weekend charged with offences
under the Prevention of Terrorism Act.
The Sunday Telegraph reported that the plot had been linked to the
discovery of arms in Germany last year when four men with links to bin
Laden were arrested.
Voicing opposition to the legislation, a spokesperson for the civil rights
group Liberty said: "Had you been an exiled supporter of Nelson Mandela,
who publicly supported the armed struggle in South Africa, you would be
considered a terrorist."
