Instead they released an FBI document quoting a Democratic donor as saying he once paid $20,000 to ensure access to the Clinton White House. The FBI interview report quoted former Little Rock restaurateur Charlie Trie, a figure in the Clinton era fund-raising investigation, as telling agents he paid the money to presidential aide Mark Middleton in 1994. Middleton's lawyer denied the allegation. The FBI document was released by House Government Reform Committee chairman Dan Burton, R-Ind., who delayed giving an answer about whether he will investigate the stock holdings of Bush strategist Karl Rove. Rep. Henry Waxman, the ranking Democrat on Burton's committee, had asked Burton whether he would look into the Rove matter. The Associated Press reported Bush's top strategist met March 12 with Intel executives concerning federal approval for a merger at a time when Rove owned more than $100,000 in company stock. Burton mocked Waxman's request, saying the California Democrat had been ``noticeably absent'' on ethics issues when Clinton was in office, providing the Trie example. Burton said Waxman should wait for Rove to respond to written questions from Waxman before the committee makes a decision. Rove sold more than $1.5 million in stock holdings in Intel and 22 other companies June 7. Waxman wrote White House Counsel Alberto Gonzales, demanding to know whether Rove had ever sought a waiver from White House lawyers so that he could participate in various issues that touched on his personal stock holdings. Waxman said Burton has ignored three letters from the Democrat since May 10 asking whether the committee would look into various Bush White House fund-raising practices. Burton, for his part, highlighted Trie's statements to the FBI two years ago -- released to Congress by the Justice Department just last week. ``According to Trie, his primary reason for paying Middleton was to continue getting into the White House,'' stated a written FBI summary of interviews with Trie. ``Trie stated that had Middleton stayed in the White House, Trie probably would have given him $10,000 every month to ensure White House access and introductions to business people,'' the FBI summary added. One of the businessmen Trie was allowed to bring to the White House was the head of a Chinese weapons company who went to one of the White House coffees hosted by Clinton as part of a fund-raising effort. Trie told the FBI the first payment to Middleton came just before Christmas 1994 when Middleton came to Trie's Watergate apartment to borrow his Mercedes. Trie handed Middleton $10,000 in $100 denominations and when ``Middleton looked surprised and seemed reluctant to accept the money,'' Trie told him, ``This is for all the help,'' the FBI summary said. Middleton's lawyer, Robert Luskin, said his client ``never took a cent other than his government salary'' while working at the Clinton White House.
