Today seven of the most important national unions have submitted a letter to Congress in support of opening the 10-02 Area of ANWR. Today the House will decide HR 5429 which is a stand alone ANWR bill. The House Resources Committee Chairman Richard Pombo submitted the bill Monday to the floor. The letter was submitted by: The Teamsters, United Association of Plumbers & Pipefitters, International Union of Operating Engineers, Building and Construction Trades Department, AFL-CIO, United Brotherhood of Carpenters and Joiners of America, Seafarers International Union, and the Laborer's International Union of North America. May 25, 2006 America's Labor Unions Support ANWR Energy Production Dear Colleague: America's labor organizations sent yet another message to Congress this week: Open ANWR and put the men and women of American labor to work producing more of our own energy. In recent years, tens of thousands of Americans have lost their jobs because of skyrocketing energy costs. Opening ANWR will help stop the hemorrhaging and create between 250,000 and 750,000 good American jobs, according to expert estimates. Vote YES on the American-Made Energy and Good Jobs Act. The undersigned unions urge your support for this measure, to permit exploration and development of oil in the Coastal Plain of the Arctic National Wildlife Refuge, popularly know as ANWR. This bill is a tremendous opportunity to put Americans to work, while strengthening the energy and economic security of our nation. We believe that the opening of ANWR can be done in an environmentally sensitive and limited manner. Job Creation: The opening of ANWR will provide tens of thousands of good-paying, skilled jobs for our members and will support their families for many years. Many economic studies have demonstrated the beneficial job impacts of opening ANWR. The jobs benefits are not just for Alaska. In fact, the ANWR project will have a positive jobs impact comparable to construction of the Trans Alaska Pipeline. That venture created various jobs for and income to businesses in all 50 states -- factory workers making equipment for the sites, for truckers, mariners, rail road workers who haul these goods and for shipbuilders making the vessels to carry this cargo safely. Environmental Protections: There are a number of environmental concerns with ANWR; and we believe they are addressed in the bill, like limiting ANWR development to 2,000 acres. Probably the most significant environmental issue is protection of the caribou herds that use ANWR. There are two caribou herds affected by ANWR, Central Arctic and Porcupine. Since the 1980's the Central Arctic herd has ranged in size from 6,000 to about 32,000, where it remains today. During the same period, the Porcupine caribou began with a population of 100,000 grew to 180,000 in the 1980's and due to severe winters reduced to the present count of about 120,000. Experts agree these are healthy numbers. Operations at the Alaska North Slope site have proven that wildlife and exploration can exist side by side. We expect the same for ANWR. National Economic Security: The Department of Interior states that ANWR holds at least 10. 4 billion recoverable barrels of oil. Since this debate began in 2001 the global demand for oil has skyrocketed, and the price of oil has more than doubled-from $28 to $70 per barrel. With China and India competing to secure sources for crude oil, price reductions are not expected anytime soon. Brazil, Venezuela, Bolivia and France, have taken major steps in just the past few weeks to maximize their energy security interests. It is clearly in our own best interests to enhance our domestic oil inventories by exploring and developing. A May 4-8 New York Times/CBS poll asked people this question, "Currently, drilling for oil and natural gas is prohibited in [ANWR]. Do you approve or disapprove of the proposal to open up [ANWR] for oil and gas drilling in Alaska?" Approve: 48%; Disapprove 45%; 7% Undecided. The public agrees it makes sense to open ANWR. HR 5429 is virtually identical to last year's language in the House Energy bill and includes project labor agreement language to guarantee an efficient flow of work and living wages. Last April, when the US House considered ANWR it passed with a comfortable bipartisan majority. Again our unions urge the Congress to open this resource which will produce long-term, good paying jobs, bolster our national economic security, and do it within a framework of the world's best environmental safeguards.
