Distribution of geographic atlas of Arab states in universities suspended

Border disputes between the Arab states surfaced in an academic exercise
that publishes a map of the Arab states.

In concluding his meetings yesterday in Jordan's capital Amman, the council
of Arab universities decided to suspend the distribution of the Geographic
Atlas of Arab Nations, which was published by the union to be distributed
among different Arab universities, due to disputes that took place in the
meeting's sessions between different universities' delegations and their
objections to the geographic borders between these countries.

Also of concern was the names of some Arab states according to the point of
view of the participating delegations.

The union of Arab universities had authorized Baghdad University to set this
atlas since 10 years, at a cost of $6 million, yet Baghdad did not produce
it due to the international sanctions imposed on it, so the union printed
750 copies as an experiment after it was set and revised by specialized
professors in Arab universities to bypass the version produced by Baghdad's
University's professors.


King Hassan stresses that human rights stem from attachment to rule of law

King Hassan II expressed satisfaction over the results achieved by the
Moroccan Human Rights Advisory Council (CCDH) which managed during its
latest 13th session to close once and for all the pending human rights
cases.

"We received with great joy and satisfaction the results achieved by the
13th session of the CCDH which managed, after deep scrutiny and thorough
study, marked by a strong and spontaneous unanimity and a deep and sincere
commitment, to close once and for all the pending human rights files, in
line with the instructions we issued and the deadlines we set," said the
kind in a message he addressed to the CCDH on Friday.

The king also voiced backing to the CCDH actions and renewed Morocco's
attachment to the respect of human rights, legality and justice. The
struggle for human rights and for the supremacy of the rule of the law and
legality cannot be limited to handling the sequelae of some conjuncture
circumstances, the royal message stated adding that "this struggle
constitutes a doctrine, that must be the pillar of our internal and external
policy, and that must be based on attachment to legality and to the rule of
the law, without any interference in states' internal affairs."

Last week, King Hassan II agreed, on a proposal made by the CCDH, to grant
free pardon to all prisoners, convicted of offense to state security and to
grant compensations to the families of reported "missing" people.

The CCDH applauded the royal free-pardon and voiced pride saying that
Morocco "has the privilege of achieving with bravery, faith and resolve" the
great human rights epic, confirming thus the triumph of law and the
preeminence of right like all the deeply-rooted democracies"

The CCDH, which was set up by the King in 1990, is a national institution in
charge of protecting and promoting human rights and consolidating a human
rights culture in Morocco.

The council, which is independent from the legislative, executive and
judiciary powers, issues consultative opinions that are submitted to the
king.


Abdel Aziz Bouteflika a president-elect for Algeria

The Algerian foreign ministers Abd El-Malek Salal said yesterday that Abdel
Aziz Bouteflika, 62, won the presidential elections in Algeria after
obtaining 73,69% of the votes reaching 7.5 million voters out of 10 million.

He said during a press conference yesterday that elections took place in
"freedom" and he expressed sorrow for the behavior of some candidates whom
he said had premeditated the administration's involvement in their elections
strategy.

Some electors voted for the other 6 candidates inspite of their withdrawal
from the election process where Ahmed Taleb El-Brahim obtained 12,53% of the
votes, Abu Allah Gab Allah obtained 3,95%, Hussein Ayat Ahmed obtained
31,17%, Mawloud Hamroush obtained 3%, Mekddad Seifi obtained 2,24% and
Yousef El Khateeb obtained (1,22%).

Following declaring Bouteflika's win, he said that he "agree on assuming the
Algerian presidentship because he conditioned his consent previously on the
necessity of obtaining a great percentage in the vote."

The elected president assured his commitment to be a president for all the
Algerians fairly away from any alignment to achieve the reconciliation as
well as reunioning the Algerians.


US: Events surrounding Algerian elections disappointing, Arab League
supports election results

US State Department spokesman James Rubin said yesterday that the United
States is disappointed with the withdrawal of six of seven candidates in the
Algerian elections, won by sole remaining candidate Abdul Aziz Bouteflika,
and concerned by low voter turnout and allegations of fraud surrounding the
elections.

Rubin indicated that it would be very difficult to make an authoritative
assessment on the allegations of fraud. "We had hoped to have international
election observers present to augment local efforts but unfortunately, that
was not possible," he said.

He continued, "The elections in Algeria might have represented a clear step
forward on the path to democracy and political reform. We are clearly
disappointed by the events of recent days."

Rubin outlined the US belief on how to reach stability in Algeria, saying,
"We reiterate our view that the way for Algeria to end its long-running
crisis is through the promotion of democracy, the rule of law and economic
reform. The Algerian leadership now assumes a heavy responsibility to pursue
credible reform."

The Algerian government today expressed its rejection of the US claims on
the Algerian elections and described these claims as " improper."It
explained that these claims constitute an intervention in the internal
affairs of Algeria.

The spokesman for the Algerian Foreign Ministry said today in a statement,
that the Algerian government, despite its openness to cooperation based on
mutual respect and interest, yet " it does not accept foreign intervention
concerning ways of monitoring and tackling her own internal affairs."

Meanwhile, The Arab League today welcomed results of the Presidential
elections in Algeria which resulted in the winning of Bouteflika of the
Presidency. In a written message to the elected President, the Secretary
General of the Arab league AL Ismat Abdul Meguid stressed the League's
backing to Algeria in embodying the ambitions of its people, building her
own modem strong state and continuing its optimum Arab role in backing
common Arab solidarity.


Algeria: French stance of election is a rejected interference in our affairs

Algeria considered the French official reaction to the Algerian presidential
elections an unacceptable interference in its internal affairs.

Algerian sources said yesterday evening that "Algeria refuses France's
unacceptable interference and that the democratic choice was taken by the
Algerian people."

Algerian president-elect Abdul Aziz Bouteflika expressed his feeling of deep
shock toward the position taken by France and said he will not accept any
interference.

French Foreign Minister Hubert Vedrine stated yesterday morning that Paris
feels concern over the circumstances surrounding the presidential elections
in Algeria and added, "We still hope that the Algerian people could achieve
their democratic ambitions through multiplicity."

On the other hand, Francois Land the secretary general of the ruling
Socialist Party in France, who is close to Prime Minister Lionel Jospin,
called for canceling the result of elections. He said that Bouteflika cannot
gain legitimacy through these elections even if they were legally sound.

Former French Prime Minister Pierre Morowa said, "We feel sorry because
president Zeroual did not cancel these elections, and what happened is a
severe strike for the hope born by the Algerian election campaign."
