A day before Prime Minister Tony Blair's meeting with President Bush, Straw's speech elaborated on a rationale for U.S.-led military action -- a course that Blair has been almost alone in supporting. "Unless the international community faces up to the threat represented by Iraq's weapons of mass destruction, we place at risk the lives of civilians in the region and beyond," Straw said in a speech at the European Research Institute in Birmingham. "It would be wildly irresponsible to argue that patience with Iraq should be unlimited, or that military action should not be an option," Straw said. Unless U.N. weapons inspectors are allowed to return to Iraq, Straw said, "there can be no guarantee that it will not use chemical, biological or even nuclear weapons. The burden of proof is on Saddam." When Blair meets with Bush at Camp David on Saturday, the prime minister is expected to push for a U.N. Security Council resolution condemning Saddam's regime and setting a deadline for Iraq to open its weapons sites to unfettered inspection. Such a move -- discussed by Blair's government last month -- could help generate international support for a war against Iraq, and allow Blair to quell opposition from the British public and within his own Labor Party. On Friday, the Financial Times quoted Robin Cook, a member of Blair's Cabinet and leader of the House of Commons, as saying that a new U.N. mandate before a military strike would be required to win his support. In a British Broadcasting Corp. documentary, to be shown in full on Sunday, Blair said his country's "special relationship" with America had to be backed up with action. Asked whether Britain was "prepared to send troops to commit themselves, to pay the blood price," Blair responded. "Yes." "What is important ... is that at moments of crisis they don't need to know simply that you are giving general expressions of support and sympathy," Blair said. "That is easy, frankly. They need to know: Are you prepared to commit, are you prepared to be there when the shooting starts?" Bush and Blair have been working together to try to build international support for a possible military attack to topple Saddam. Around the time that Bush discusses his Iraq policies in a speech at the United Nations on Sept. 12, Blair's government plans to release a dossier detailing what is known about Saddam's supply and production of biological, chemical, and possibly nuclear, weapons. On Friday, Bush spoke by phone with Presidents Jacques Chirac of France, Jiang Zemin of China and Vladimir Putin of Russia. All three have voiced deep doubts about military action against Iraq, along with most countries in Europe and the Middle East. France, China and Russia, like the United States and Britain, have veto powers on the U.N. Security Council. Blair met Friday with Saudi Foreign Minister Prince Saud in London and spoke by telephone to Chirac and Putin. Blair and Putin agreed to meet in October, Blair's office said. Since Iraq owes Russia and France more than $9 billion, Bush and Blair could tell them that a regime change in Iraq would open lucrative contracts now frozen by U.N. sanctions. Recently, Washington pleased Beijing by putting a small Muslim separatist group in China on a list of terrorist organizations. That could help the United States persuade China to abstain from a U.N. Security Council vote about setting an ultimatum for Iraq.
