[EMQ 3:104]. Its purpose was to revive the Islamic Ummah from the severe decline that it had reached, and to liberate it from the thoughts, systems and laws of Kufr, as well as the domination and influence of the Kufr states. It also aims to restore the Islamic state (Khilafah) so that the ruling by what Allah (SWT) revealed returns. The Divine Duties Upon Group(s): The divine duties which have been obliged by Allah (SWT) upon any Islamic group are: Al-Dawa To Al-Khair : To call Society to the Ideology (Deen) of Islam i.e. the Creed and System of life (Shari'ah). Al-Amer Bil-Ma'rouf: To command society to do the duties (Al-Ma'rouf) which Allah (SWT) has ordered. One of the highest duties is to work for the domination of Islam through establishing the Islamic authority (Khilafah).Al-Nahie Ann Al-Munkar: To command society to refrain from doing the evil (Al-Munkar) which Allah (SWT) Forbids. One of the biggest evils is the domination of man-made law (Kufr) or any law not derived from the divine text i.e. the Quran and Sunnah. NB: The definition of society is: the continuous transactions between people (Muslim or non Muslim) managed by an authority (i.e. rulers or state dept's etc.) . Therefore if the transactions of the people become bad the group must command them to do the good and to refrain from doing the evil. And if the actions of the authority (rulers, state dept's. etc.) become bad or if they fail to do their duties the group must account them by ordering them to do the good and to refrain from doing the evil. The Divine Duties Upon Al-Muhajiroun: Therefore the divine duties upon Al-Muhajiroun wherever they are resident are: Calling society to Islam (i.e. its belief and systems) Challenging & exposing man-made law (Kufr) in society Establishing the Islamic authority (Al-Khilafah). The Evidences For The Divine Duties: The evidence for these being duties upon any Islamic group is crystal clear and not open to any other interpretation. The evidence from the Quran for the obligation of establishing a group(s) with these specific duties is that Allah (SWT) says: " there rise among you group(s) Calling society to Islam, commanding society to do what Allah orders and to refrain from what He forbids and these (group(s)) are the ones who are successful." [EMQ 3:104]. This verse is general (A'am) and not restricted to any country or society or by any time or place whether we have an Islamic state or not and it must be taken as a whole. This opinion is agreed upon by all scholars, schools of thought and sincere groups. We are not permitted to alter the Deen of Allah (SWT), restrict it, specify or dismantle it or act upon only part of the verse without evidence from the Quran and Sunnah (and certainly not by logic or rationality) . We see at the end of the verse that Allah (SWT) says "Successful". In the science of Tafseer the opposite meaning (Mafhoum Al-Mukhalafah) can be taken as "failure" so any movement which does not call society to Islam, commanding good to and forbidding the evil of society is destined to failure in the Hereafter. The evidence from the Quran for the obligation to implement and rule by Islam is that Allah (SWT) says: "Then We set you upon a way (Shari'ah) by which your purpose will be fulfilled: so follow this way and not the whims of those who have no knowledge." [EMQ 45:18]. And He (SWT) also says: And Allah (SWT) says: "Rule between them by whatever Allah has revealed to you and follow not their desires (man-made law) and be careful lest they refrain you from even some of what has been revealed ." [EMQ 5:42]. The evidence that to establish the Khilafah is an obligation on all Muslims, is the Hadith which has been narrated on the authority of Naafi' that he said, 'Abdullah ibn 'Umar told me: I heard the Messenger of Allah (SAW) say: "Whoever withdraws his allegiance (to the Khaleefah) to obey Allah will meet Allah on the day of judgement with no excuse for himself and Whoever dies while there is no allegiance (bay'ah to the Khaleefah) on his neck dies a death of the days of Ignorance (jahiliyyah)" To avoid being sinful for living without the authority of Islam in our midst it is vital that all Muslims work to establish the Islamic state (Al-Khilafah), to at least protect themselves from the anger of Allah (SWT) on the Day of Judgement. This duty can not be delayed after the death or removal of the previous leader for more than three days and the evidence for this is the consensus of the companions of the Messenger Muhammad (SAW) (Ijma' Al-Sahabah) who delayed sending the army under Usamah bin Zaied (who had been appointed by the Messenger and the Messenger had ordered the Muslims not to delay the departure of his army) in addition to delaying the burial of the Messenger (SAW) for three days, whilst they were occupied in appointing a leader (i.e. Abu Bakr) as the first Khaleefah. Moreover the Muslims have never lived for more than three days without a kaleefah implementing Islam since the first Khaleefah until the destruction of the Khilafah by the British conspiracy and their agents, such as Al-Shareef Hussein, Aal Saud and many others rulers, completed by Mustafa Kamal (The Attaturk of Turkey), on the 3rd of March 1924. The above evidences are enough for us, however there is much evidence from the Quran and Sunnah which oblige the main three duties upon every Muslim group(s). NB: The general evidences from which the detailed evidences emanate in order to extract from them the divine rules are: the Quran, the Sunnah, Ijma' Al-Sahabah and Al-Qiyas (Not the Seerah or the books of history, however the Seerah does contain many indications and lessons concerning the circumstances, the method, styles and the means the Messenger (SAW) followed during his struggle to make the deen of Islam dominant.
