Bush wants military to move past Cold War mindset - This is very dangerous and Bush knows it as Russia and China prepare for war! Again whats the difference! By John Omicinski Gannett News Service President Bush promised in his Feb. 27 address to Congress to develop a new defense strategy that would “discard Cold War relics” and “confront the threats of the 21st century.” The new president vowed to reduce nuclear weapons while emphatically telling Congress in his budget address that the country “must develop and we must deploy effective missile defenses.” Bush reiterated his intention — which he previously announced in presidential visits to military bases — to lay out $5.7 billion for military pay and health benefits. Most of the money was proposed in the $310 billion Pentagon budget plan President Clinton left behind him. The $5.7 billion is expected to break down this way: $1.4 billion for pay increases, $400 million for housing and $3.9 billion for health care. Bush gave no figures on his overall defense budget. That probably will arrive in April, after a strategic review Bush has ordered from Defense Secretary Donald Rumsfeld. Nonetheless, the president hinted at a Pentagon budget increase, saying, “We may need to increase defense spending” after Rumsfeld’s review is completed. Bush’s promise of reductions in the nuclear arsenal saw him running ahead of a review he has ordered in that area, as well. Clearly, Bush wants to cut some of the 7,000 U.S. warheads. The question is whether the military and nuclear forces establishment will oppose unilateral cuts. Clinton decided against unilateral nuclear cuts, preferring to follow the mutual Strategic Arms Limitation Talks (SALT) process with Russia that, at the moment, is stalled in the Moscow parliament. On defense and national security, Bush used his first address to a joint session of Congress to reflect a view that the Pentagon needs to escape from a Cold War mindset. “Our military was shaped to confront the challenges of the past,” said Bush, promising a “clear strategy to confront the threats of the 21st century, threats that are more widespread and less certain.” The missile defense was necessary, said Bush, “to protect our own people, our allies and our friends.” Dropping the word “national” from what he once called “national missile defense” is a conscious effort by key figures in the Bush administration to attract support for the controversial program from leaders in Europe and Canada. *COPYRIGHT NOTICE** In accordance with Title 17 U.
