Ray hires new lawyers to wrap up Whitewater probe
WASHINGTON (CNN) -- With two pending investigations of the White
House left on his plate, Whitewater Independent Counsel Robert
Ray announced Monday that he has hired three new lawyers and a
new chief of investigations to complete work on the six-year
investigation of President Clinton. Kim R. Widup, the new chief
of investigations, was also the lead investigator for the
independent counsel's prosecution of former Secretary of
Agriculture Michael Espy. The three attorneys, Gordan Kromberg,
Phillip Hatfield, and D. Thomas Ferraro, also have backgrounds as
prosecutors.
The independent counsel's press release Monday said the new hires
replace other attorneys who have left the office.
Ray -- a former federal prosecutor from New York who took over
the investigation from Kenneth Starr last fall -- is charged with
writing the final report on the office's six-year investigation
of President Clinton and first lady Hillary Rodham Clinton.
He filed the first of several final reports in March, dealing
with the Clinton White House's improper acquisition of some 900
FBI files -- including those of many prominent Republicans. Ray
concluded that there was no criminal wrongdoing, and the incident
was the result of series of blunders by Craig Livingstone, a
low-level White House security officer.
Last week, Ray concluded he would not seek charges against the
first lady in the administration's 1993 dismissal of seven White
House Travel Office employees despite "substantial evidence" of
her involvement." The evidence, Ray's office said, directly
contradicted Clinton's longstanding denials that she had nothing
to do with the controversial job turnover in the office, which
handles travel arrangements for the president, White House staff
and the traveling press corps. Ray is actively exploring whether
to seek indictments against the president in connection with the
Monica Lewinsky and Paula Jones cases, including whether Clinton
urged Lewinsky to lie about their relationship in her affidavit
filed as part of the sexual misconduct lawsuit by Jones.
Ray said Sunday that a decision of whether to indict the
president will be made shortly after he leaves office in January
2001.
Ray is also continuing work on the long-running Whitewater
investigation, which is expected to wrap up by September. The
final report is expected to focus "extensively" on Mrs. Clinton's
role in the Whitewater land development phase of the
investigation -- which began in 1994 with questions about the
real estate partnership between then-Arkansas Gov. Clinton, Mrs.
Clinton and bankers Jim and Susan McDougal.
