EDITORIAL EXEGESIS

"When George W. Bush takes office on Saturday he'll have to deal with
more than a divided Congress. Far more threatening is a legal culture
that has reduced the rule of law to a set of political opportunities,
exposing us all to arbitrary power. That culture is already on display
in the confirmation hearings for John Ashcroft, which are focused on
everything but the real problem -- the demise of the rule of law under
Bill Clinton. ... The legal culture that Mr. Clinton has bequeathed to
him -- stretching from the legal academy to the organized bar to the
bench -- is run through with people indifferent to the rule of law,
operating in a legal landscape now bereft of restraints that would
once have checked them. A few years back, lawyer-journalist Stuart
Taylor asked law professor and media mogul Susan Estrich to explain
her support for Anita Hill in the Clarence Thomas matter and her
opposition to Paula Jones in the case of Mr. Clinton. Her candid
answer speaks volumes: 'You believe in principle, I believe in
politics.' Welcome to Washington, Mr. Bush. It's a long way from
Austin." --Wall Street Journal

SECOND OPINION

INAUGURAL ADMONITIONS

"It would be peculiarly improper to omit in this first official act my
fervent supplications to that Almighty Being who rules over the
universe, who presides in the councils of nations, and whose
providential aids can supply every human defect.... The propitious
smiles of Heaven can never be expected on a nation that disregards the
eternal rules of order and right which Heaven itself has ordained: and
since the preservation of the sacred fire of liberty and the destiny
of the republican model of government are justly considered, perhaps,
as deeply, as finally, staked on the experiment entrusted to the hands
of the American people." --George Washington, First Inaugural Address,
1789

"And may that Being who is supreme over all, the Patron of Order, the
Fountain of Justice, and the Protector in all ages of the world of
virtuous liberty, continue His blessing upon this nation and its
Government and give it all possible success and duration consistent
with the ends of His providence." --John Adams, Inaugural Address,
1797

"...Enlightened by a benign religion, professed, indeed, and practiced
in various forms, yet all of them inculcating honesty, truth,
temperance, gratitude, and the love of man, acknowledging and adoring
an overruling Providence, which by all its dispensations proves that
it delights in the happiness of man here and his greater happiness
hereafter -- with all these blessings, what more is necessary to make
us a happy and a prosperous people? Still one thing more...a wise and
frugal Government, which shall restrain men from injuring one another,
shall leave them otherwise free to regulate their own pursuits of
industry and improvement, and shall not take from the mouth of labor
the bread it has earned. This is the sum of good government, and this
is necessary to close the circle of our felicities. ... " --Thomas
Jefferson, First Inaugural Address, 1801

"During this course of administration, and in order to disturb it, the
artillery of the press has been leveled against us, charged with
whatsoever its licentiousness could devise or dare. These abuses of
an institution so important to freedom and science are deeply to be
regretted, inasmuch as they tend to lessen its usefulness and to sap
its safety." --Thomas Jefferson

"To support the Constitution, which is the cement of the Union, as
well in its limitations as in its authorities; to respect the rights
and authorities reserved to the States and to the people as equally
incorporated with an essential to the success of the general system;
to avoid the slightest interference with the right of conscience or
the functions of religion, so wisely exempted from civil
jurisdiction...." --James Madison, First Inaugural Address, 1808

"It is only when the people become ignorant and corrupt, when they
degenerate into a populace, that they are incapable of exercising the
sovereignty. Usurpation is then an easy attainment, and an usurper
soon found. The people themselves become the willing instruments of
their own debasement and ruin." --James Monroe, First Inaugural
Address, 1817

"The best results in the operation of a government wherein every
citizen has a share largely depend upon a proper limitation of the
purely partisan zeal and effort and a correct appreciation of the time
when the heat of the partisan should be merged in the patriotism of
the citizen. ... At this hour the animosities of political strife, the
bitterness of partisan defeat, and the exultation of partisan triumph
should be supplanted by an ungrudging acquiescence in the popular will
and a sober, conscientious concern for the general weal. ... Public
extravagance begets extravagance among the people." --Grover
Cleveland, First Inaugural Address, 1885

"The higher state to which [America] seeks the allegiance of all
mankind is not of human, but of divine origin. She cherishes no
purpose save to merit the favor of Almighty God." --Calvin Coolidge,
Inaugural Address, 1925

"The worst evil of disregard for some law is that it destroys respect
for all law." --Herbert Hoover, Inaugural Address, 1929

"The same revolutionary beliefs for which our forebears fought are
still at issue around the globe -- the belief that the rights of man
come not from the generosity of the state, but from the hand of God."
--John F. Kennedy, Inaugural Address, 1961

"It is not my intention to do away with government. It is, rather, to
make it work--work with us, not over us; to stand by our side, not
ride on our back. Government can and must provide opportunity, not
smother it; foster productivity, not stifle it. It is no coincidence
that our present troubles parallel and are proportionate to the
intervention and intrusion in our lives that result from unnecessary
and excessive growth of government. ... We shall reflect the
compassion that is so much a part of your makeup. How can we love our
country and not love our countrymen, and loving them, not reach out a
hand when they fall, heal them when they are sick, and provide
opportunities to make them self-sufficient so they will be equal in
fact and not just in theory? ... We are a nation under God, and I
believe God intended for us to be free. It would be fitting and good,
I think, if on each Inauguration Day in future years it should be
declared a day of prayer." --Ronald Reagan, First Inaugural Address,
1981

"Now we hear again the echoes of our past. A general falls to his
knees in the hard snow of Valley Forge; a lonely President paces the
darkened halls, and ponders his struggle to preserve the Union; the
men of the Alamo call out encouragement to each other; a settler
pushes west and sings a song, and the song echoes out forever and
fills the unknowing air. It is the American sound. It is hopeful,
big-hearted, idealistic, daring, decent, and fair. That's our
heritage; that is our song. We sing it together as of old, as we raise
our voices to the God who is the Author of this most tender music. And
may He continue to hold us close as we fill the world with our sound
-- sound in unity, affection, and love -- one people under God,
dedicated to the dream of freedom that He has placed in the human
heart, called upon now to pass that dream on to a waiting and hopeful
world. God bless you and may God bless America." --Ronald Reagan,
Second Inaugural Address, 1985

DEZINFORMATSIA

This month's "Sagacity" Award: "[T]here's a big conservative press
unabashedly, and for the Democrats, and even people to the left of the
Democratic party, there's almost virtually no outlets that you can
compare with the vast array of conservative press that's out there."
--Bill Clinton, media critic {} This month's "Media Machiavellian"
Award: "Can a deeply religious person be attorney general? ... If
Ashcroft's view [that 'we have no king but Jesus'] leads him to think
that ours is a Christian nation, or that only Christians have the
right answers to the nation's problems, then indeed his vision is too
narrow to take the job of attorney general." --Tony Mauro with Legal
Times {} (Editor's Note: Regarding our report about the mass
media's blackout of the Wichita "hate crimes," when MTV network aired
20 hours of programming about "hate crimes" last Wednesday, Heather
Muller, Jason Befort, Aaron Sander, and Bradley Heyka, all young white
people sexually tortured and executed by two black men, were not
mentioned -- not that we had any illusions that MTV would break the
code of silence. The fifth victim, Jason Befort's fiancée, continues
to recover.)

VILLAGE IDIOTS

"Today, I am asking the president to order a cessation of all bombing
and shelling." --HILLARY!, the Village Matriarch, in a letter to hubby
Bill either about their last night in the White House together -- or a
Navy training base Puerto Rico. {} This month's "Village Marxist"
Award: "The Bush administration came to office as a result of racist
disenfranchisement of voters." --Brian Becker, Director of
International Action Center {} This month's "Jesse Jackson
Demo-Goguery" Award: "We will fight [John Ashcroft's] nomination [for
Attorney General] tooth and nail. We have taken the position of 'by
all means necessary'." --NAACP's Hilary Shelton {} "The angry white
males who voted for Bush 2-1 and spent the year trashing Gore are left
with no target for their venom. So they go back to their day jobs --
oiling their Smith & Wessons, hectoring pregnant girls scurrying into
abortion clinics, jeering at welfare mothers." --Demo-babbler David
Nyhan {} From the "Village Academic Curriculum" File: Several
universities are employing a new method of teaching algebra, geometry
and calculus. Ethnomathematics, a technique that is common among
courses geared towards future primary and secondary school teachers,
emphasizes the study of geometric designs in Navajo rugs, African
fractals and Mormon street layouts to learn the principles of
mathematics.

SHORT CUTS

"Bill Clinton moving out of the Oval Office is beginning to take on
the appearance of the less-than-excellent tenant who moved out leaving
piles of stuff he didn't want to carry away him in the garage and the
attic." --Rich Galen on the questionable economy, military,
international relations, etc. that Clinton is leaving for Bush. ++
"Perjury. Impeachment. Adultery. Harassment. Property scams.
Estrangement. Staff firings. Creative word definitions. Who can doubt
that Bill Clinton has been our nation's greatest president? ... He was
juvenile, portly and Southern -- the best comic elements of Kennedy,
Taft and Carter, all rolled up into one globular package. ... Now he's
leaving us, and we'll miss him." --Letterman comedy writer Chris
Harris ++ "The first shotgun blast tore an intricate filigree
through the word 'Birthplace.' The second riddled 'President' with
pellet holes. Only the name on the road sign to the small Arkansas
town survives unblemished: 'Hope'." --Reporter James Langton on the
"welcome" sign to Hope, Arkansas. ++ "The Clinton's White House cat,
Socks, and the family's dog, Buddy, have not gotten along well during
their tenure in Washington. They are natural enemies. They get along
like...Bill and Hillary." --Jerry Perisho {} "If the libs succeed in
blocking the confirmation of John Ashcroft as attorney general it will
prove one thing: Their Bork is worse than their bite." --Lyn Nofziger
{} "The Senate being tied is a start. Now, if only it could be
gagged." --Bob Thaves in the comic strip "Frank & Ernest" {} "One,
two, three, four, Jesse Jackson, there's the door!" --Black protestors
with Brotherhood Organization of a New Destiny at the annual MLK
"National Day of Repudiation of Jesse Jackson" event.

Night Lines:

Leno.... George W. Bush is upset at President Clinton for some things
he is doing before he leaves the White House. I guess Clinton has
rented a bunch of movies from Blockbuster and Bush will get stuck with
having to take them back and pay all the late fines. .... They
said...that Bush will attend eight different balls on the night of his
inauguration. Eight parties in one night. He said, "Wow, it's like I'm
back at Yale again." .... A recent study by the University of
Buffalo says that if couples want to get along better, they should get
a dog or a cat. Oh, yeah? The Clintons have a dog and a cat. ....
[Clinton] has two exciting careers ahead of him, ex-president and, of
course, ex-husband! .... Janet Reno is going to buy a big truck and
travel when out of office. She is going to drive all over Canada and
Alaska. Janet Reno backpacking? I bet that's how the legend of Big
Foot got started.

Letterman.... Clinton...[is] getting to be a little...melancholy.
He's leaving behind in the White House a lot of...memories -- or as we
call it: evidence! .... Letterman's Top Things That Bill Clinton
Has To Do Before Leaving Office: Remove protective padding from
underside of desk. Tell post office where to forward the subpoenas.
Get gravy stains out of the Constitution. Take down all the photos of
him and Hillary pretending to be in love. Pack "World's Greatest
Impeached Dad" mug. Unchain despondent Al Gore from White House desk.
Take Air Force One over Ken Starr's house, empty the lavatory tank.
Shred like a hyperactive monkey.
