-Caveat Lector- http://www.foxnews.com/politics/030701/clinton_pardon.sml Pardon Inquiry Expands While Fugitive Tax Cheat May Pay Up Wednesday, March 7, 2001 The investigation into the controversial pardons issued by President Clinton in his last days in office is expanding in the wake of last week's testimony by top Clinton administration officials. The House Government Reform Committee investigating the pardon of fugitive tax evader Marc Rich will issue written questions to former Israeli Prime Minister Ehud Barak. National Review Online first reported this development Tuesday night. Committee Chairman Dan Burton gave the go-ahead Tuesday night to his investigators. They are hoping to determine how often, and when, Barak lobbied President Clinton on behalf of Marc Rich. Last week's testimony by top Clinton administration officials — chief of staff John Podesta, White House counsel Beth Nolan, and attorney Bruce Lindsay — has prompted the interest in questioning Barak. Nolan testified before the Committee that "it certainly seemed that [Clinton] was not going to grant [the pardon], and then that Mr. Barak's phone call had been significant." That call came the night before Clinton left office. And several of Clinton's former aides said Barak made not one but several calls to Clinton. Clinton had earlier said that "I was asked by the government and the prime minister of Israel to look into this on more than one occasion." But aides to Barak have said that Barak made only one call to Clinton, mentioning the Rich case as a side. The Committee is hoping Barak's responses to their questions will clear up the disparities. Meanwhile sources close to Rich say that Rich's representatives are engaged in serious negotiations with the state of New York to pay Rich's massive bill for back taxes. State officials say he owes $137 million in back taxes and interest. Now sources say that Rich's representatives will propose a counter offer close to $100 million. Specter Wants Changes in Pardon Lobbying Sen. Arlen Specter, R-Pa., says people who lobby presidents for pardons should be forced to register with the government. He says he's concerned that former White House counsel Jack Quinn lobbied Clinton for a pardon for fugitive financier Marc Rich — without anyone knowing about it. Under current law, individuals don't have to register as lobbyists if less than 20 percent of their time within a six-month period is spent lobbying. Specter says he also wants legislation to force presidential libraries to disclose their contributions, and that he's not giving up hope that Clinton will accept his invitation to talk to the Senate privately about the Rich pardon.
