Government Document on How to Deal with Mass Death

Guidance on how officials should deal with a large number of fatalities
after a terrorist attack or other disaster were published by the Government
today.

The Home Office document sets out how bodies may need to be decontaminated
in the event of a chemical, biological, nuclear or radiological (CBRN)
terror strike, such as a "dirty bomb".

It also warned local planners to choose the sites of temporary mortuaries
carefully, explaining that the facilities may be required for "months and in
some cases years" after an incident.

Buildings used to hold the bodies of those killed in a "mass fatality
incident" may even be so "stigmatised" they needed to be demolished
afterwards, the 90-page document said.

Aimed at emergency planners in town halls across England and Wales, the
paper deals with mass deaths after terror attacks, weather disasters, major
transport accidents including air and rail crashes, crowd-related incidents
such as over-crowding, structural collapses and industrial accidents.

"Victims may be irrecoverable, badly disrupted or scattered over more than
one jurisdiction," it noted.

A new recommendation was that a so-called Identification Commission should
be set up in the event of a disaster to ensure bodies were correctly
identified.

Chaired by the local coroner, the commission would also include police,
pathologists and other identification specialists such as forensic
anthropologists and fingerprint experts.

Police would also appoint a senior identification manager with the specific
duty of helping to identify victims.

"The coroner will set the identification criteria, in consultation with the
police senior identification manager and the lead pathologist," said the
document.

"It is against these criteria that the identification of each victim will be
judged.

"The importance of honest, accurate information being provided to bereaved
families as early and as regularly as possible cannot be overstated."

Victims' remains would not be released until the commission was satisfied
they had been properly identified, it said.

The paper went on: "The coroner's office will liaise with the local
authority ... to establish temporary or additional mortuary arrangements."

This should be established and operational within 24 hours and it should be
fully operational within the next 48 hours, it said.

But military sites such as aircraft hangars or Territorial Army centres may
be unsuitable to use as temporary mortuaries, and councils were "strongly
encouraged" to find alternatives.

"Authorities must consider that normal users of the premises may be
distressed or uncomfortable knowing that mortuary procedures have been
conducted, for example, at leisure centres or school halls," it said.

The document, entitled "Guidance on Dealing with Fatalities in Emergencies",
gave general instructions on how bodies may need to be decontaminated after
a CBRN incident.

It also pointed out that special precautions would have to be taken over the
burial or cremation of CBRN victims.

They could require airtight or metal coffins, charcoal-lined graves or
chemical-resistant body bags, it said.

Guidance was also given on offering bereaved families counselling and the
opportunity to view their loved ones' remains, adding: "Authorities should
never seek to prevent the next of kin or family from viewing an identified
body except when safety is an issue."

It revealed the Association of Chief Police Officers had developed a "victim
recovery label" which comes with a booklet in which to record evidence.

Each label has a unique, bar-coded reference number with additional labels
bearing the same bar-code for samples sent away for analysis.

Police forces can order the labels from government printers the Stationery
Office.

Home Office minister Hazel Blears said: "Thankfully, mass fatality incidents
have not occurred frequently in the United Kingdom.

"The emphasis of any response will focus on saving lives - but we must be
prepared should the worst happen."

Today's document is one of a number published by the government to give
emergency planners advice on preparing for disasters.
