"The Secret Service has an arrangement with the FAA. They had open lines after the World Trade Center was..." - Vice President Dick Cheney [NBC News] The Secret Service has access to the communications systems used by the President and often double as communications conduits for things like CRITIC traffic. There is no question that the President was in a position to know what the FAA knew, as long as either the SS asked, or the FAA voluntarily passed on the info.
Cheney admits the Secret Service had open lines to the FAA, therefore Bush should have known about the hijackings and events in New York before he reached Booker Elementary.
In Washington, CIA Director George Tenet and David Boren, former chairman of the Senate Intelligence Committee, were having breakfast at the St. Regis Hotel three blocks from the White House. "Out of the corner of my eye, I could see several people converging on our table," Boren said. "One of them said to George Tenet, 'Mr. Director, the World Trade tower has just been attacked by an airplane.' I was struck by the fact he used the word 'attacked.'"
An aide handed a cell phone to Tenet.
"After he ¡K handed the cell phone back to his security person," Boren recalled, "he said to me, 'You know, this has bin Laden's fingerprints all over it.'" [ABC News]
If it was assumed that America was being attacked then Tenet should have immediately contacted Bush's entourage with this news. By not doing so he would be putting the president in danger as Bush's visit to Booker Elementary School on 9/11 was well publicised.
Look at it from another perspective - if Tenet had been informed that a Chinese plane had just bombed the World Trade Center would he have allowed Bush to visit the School?

At 8:55 Tuesday morning [Congressman Dan Miller] was standing in front of Emma E. Booker Elementary School as part of the official greeting party, along with Congressman Adam Putnam. An aide had just whispered to Miller the news of the first plane crash in New York, but if the President yet knew, his greeting as he got out of the limo did not give it away. He did, however, make an unscheduled stop in a communications room, where he talked with Condoleeza Rice in Washington. [Sarasota Magazine]
Did Tenet fail to brief the president on his assessment of the situation, if so why wasn't he charged with neglect of duty?
If Bush was briefed by Tenet then why did he:
- Attend Booker Elementary.
- Purport to be ignorant of the gravity of events in New York.
Also, why didn't US National Security Adviser Condoleezza Rice inform Bush that America was under attack during their phone conversation? She had been given an imminent attack warning on September 6, and this article indicates she had knowledge of the impending attacks on September 10.
Bush's first words upon entering the classroom at Booker Elementary were "Good morning". He should have known it was anything but a "good morning".
