Dear Colleagues,

Issue #18 of The Narco News Bulletin begins with a frontline report from
Andean correspondent Luis Gómez on the blockades that have begun to paralyze
the entire Bolivian West.

The blockades, now affecting four major cities -- La Paz, Cochabamba, Ororo
and Potosí -- carry the rejection by significant sectors of Civil Society
against the illegal expulsion of coca growers' leader Evo Morales from
Congress and the government's Supreme Decree banning sale of coca for even
traditional use if it is grown in the Chapare region:

As we begin this new issue of Narco News, we issue a call to our
correspondents everywhere for submissions of news and commentary regarding
the war on drugs in Latin America.

>From somewhere in a country called América,
