These orders had been approved by the Israeli Military Commander Moshe Ya'lon on 15 May this year, but were not announced until 19 - 20 September when the orders were distributed to Israeli military stations and DCO centers in the northern West Bank, and advertised in the Al Quds newspaper. According to LAW's documentation, these orders included closing off land belonging to no fewer than 79 Palestinian villages. As well as consisting of thousands of dunums of Palestinian owned farmland, it also contains the homes of hundreds of Palestinians; many people have been required to evacuate the land. It is stated in the preamble to the military orders that no one is permitted to remain in the area without special Israeli permission. Israel has once again imposed control over Palestinian land under the pretext of 'security'. Settlement activity in the area could indicate that the government has earmarked this land for the expansion of existing settlements. The land in question constitutes much more than the 7% of land that Israel is due to transfer from to Palestinian civil control according to the Israeli-Palestinian agreement recently signed in Sharm Al Sheikh. In fact, a portion of this land may be due for transfer to the Palestinians under the recent peace deal. The military closure of those areas close to the Green Line (the border between Israel and the West Bank), may be an attempt to unilaterally create facts on the ground, as Israel has been determined to remain control of the border areas. LAW's field investigators are working with the village communities and councils, engineers and land surveyors to determine the impact of these decisions. LAW is examining the legal precedents and individual cases to prepare a legal challenge against the decision. This confiscation of land is illegal. It violates the Fourth Geneva Convention and undermines the very basis of the Sharm el Sheikh deal. LAW demands the immediate revocation of these orders and an end to all settlement activity taking place on occupied Palestinian land.
