-Caveat Lector-

Greetings from TRAC. Timely Justice Department data made available today by the
Transactional Records Access Clearinghouse show that in the year after 9/11/01 there
were very big changes in the government's handling of criminal matters it classified
as involving terrorism or internal security. One indication of this significant shift
in government policy was the ten-fold increase in such prosecutions during the fiscal
year ending September 30, 2002.

A second indication was the equally dramatic decline in the typical sentence imposed
on the convicted. But because terrorism and internal security matters still represent
only a tiny fraction of the federal government's total criminal enforcement effort,
predictions that the war on terrorism would drastically alter the overall approach to
crime at the national level have so far not been realized. But the data do document a
major change in how the Bush Administration is thinking about terrorism and which
agencies it is calling upon to deal with it.

All for immediate release. To access the report's text, graph and summary data, go to
the TRAC website at http://trac.syr.edu/ and click on the "TRAC-REPORTS" icon.
