Eldon Tanner and Marion G. Romney led the Church leadership to resort to the occasional practice of adding an additional Counselor to the First Presidency, which Hinckley became on July 23, 1981. At the time of Tanner's death in 1982, Romney succeeded him as First Counselor and Hinckley succeeded Romney as Second Counselor.During this time period, there were a number of questionable, new Mormon historical documents that began to surface, and Hinckley oversaw the purchase of some of these documents. Later, most of the newly-surfaced documents turned out to be forgeries of Mark Hofmann, including the Salamander Letter. Because of his prominence in the Church and his responsibility to oversee the purchase of historical documents, Hinckley became a key figure in the investigation of Hofmann.By this time, however, Hinckley was largely shouldering the burdens of the First Presidency himself. Though he officially remained Second Counselor, he was informally referred to in the press as "acting President of the Church." Kimball and Romney remained largely out of the public eye until President Kimball died in November 1985.Longtime President of the Quorum of the Twelve Apostles, Ezra Taft Benson** became Church President [in 1985] and named Hinckley First Counselor. Romney succeeded Benson as President of the Twelve, though he never exercised the duties of this position. Thomas S. Monson became Second Counselor, and, for a while, all three members of the First Presidency were able to perform their duties.In the early 1990s however, Ezra Taft Benson developed serious health problems that removed him from public view, and First Counselor Hinckley again carried out many of the duties of the President of the Church until Benson died in 1994 [and] Howard W. Hunter became Church President ... And when Hunter died after a presidency of only nine months, Hinckley was chosen to be president of the Church at the age of 84 ...Hinckley is known for his aggressive building of temples. Under his leadership, the Church has expanded the number of temples worldwide from 27 to 122 (as of October 2005, with 11 announced or under construction). In 2000 alone, more LDS temples opened (34) than existed at the time of Hinckley's ordination to the Presidency. Over two-thirds of all LDS temples currently in operation were dedicated by Hinckley. On June 23, 2004 (Hinckley's 94th birthday), President George W. Bush awarded Hinckley the Presidential Medal of Freedom, the highest civilian honor awarded by the United States, in a ceremony at the White House.The press release put forth by the White House stated: "Gordon B. Hinckley [...] has inspired millions and has led efforts to improve humanitarian aid, disaster relief, and education funding across the globe."----------------Ezra Taft Benson (August 4, 1899 – May 30, 1994) was United States Secretary of Agriculture for both of the administrations of President Dwight D. Eisenhower, and he later served as President of The Church of Jesus Christ of Latter-day Saints from 1985 until his death [in 1994].Born on a farm in Whitney, Idaho, he was the oldest of 11 children. A 1926 graduate of Brigham Young University (after serving a church mission in Britain from 1921 to 1923), he pursued a career in agriculture and later served in many church leadership positions....In 1953 Benson was appointed U.S. Secretary of Agriculture by President Eisenhower, and he accepted this position with the permission of Church President David O. McKay. He retained his United States Cabinet place throughout the two terms of the Eisenhower Administration without yielding his position in the Quorum of the Twelve. In office, he was criticized for his opposition to government price supports and such aid to farmers. Upon starting his service in this office, he suggested starting each cabinet meeting with a prayer. President Eisenhower agreed to the suggestion and kept the prayer as the opening event to every cabinet meeting during his administration.In his political and ecclesiastical life, Benson was intensely conservative. He was an ardent evangelist of American exceptionalism, and a vitriolic opponent of Communism and Socialism.In the early 1960s, Benson met Robert W. Welch Jr., founder of the John Birch Society. While Benson never joined the Society, his wife Flora joined and his son Reed was the Society's Utah state coordinator. His reasons for not joining may have related to incompatibility with his position as an Apostle; however, he had read the Society's Blue Book and was very sympathetic to the cause, stating that "I was convinced that the John Birch Society was the most effective non-church organization in our fight against creeping Socialism and godless Communism."While Benson later attributed his longevity to his unorthodox diet and his religious faith, his eating habits became the source of constant ribbing in the 1970s when his conservative friends began a series of "Ezra Roasts" to poke fun at Benson as a means of fundraising to finance [their] campaigns against the Equal Rights Amendment.[Brittannica: "During the 1960s and '70s, Benson aroused controversy inside and outside the church by endorsing the right-wing John Birch Society, by denouncing the civil-rights movement as "a communist program," and by criticizing the women's movement."Benson succeeded Kimball as ... Known in his early years for his ultra-conservative and right-wing libertarian political views, he was comparatively moderate once he attained the church's highest office.In the years before his death President Benson suffered from poor health, suffering from blood clots in the brain, strokes, and heart attacks. During this time, Benson never appeared in public, and First Counselor Gordon B. Hinckley took on many of Benson's official duties ... Hinckley received legal power of attorney to act in Benson's behalf in LDS corporate affairs. Important ecclesiastical and family documents continued to be signed in Benson's name, with the aid of a signature machine. There was some controversy as to whether Benson's actual mental health during this time was accurately portrayed by the Church.
