So, what exactly is "Bush's" [meaning, Israel's] blueprint for the "new" Middle East, post-Saddam, with US military force dominant?

Following, see quotes [condensed, with minor editing] from "A New Strategy for Securing the Realm," a policy paper written in mid-1996 for the Prime Minister of Israel, under the auspices of an Israeli think tank (the IASPS) by Richard Perle, Douglas Feith, and David Wurmser, all now US policymakers in the Bush administration:


"Israel has an opportunity to work closely with Turkey and Jordan to contain, destabilize, and roll-back [Israel's] most dangerous threats. This implies a [return] to a <WWII and Cold War era> concept of strategy, based on balance of power.  Israel can [re]shape its strategic environment, in cooperation with Turkey and Jordan, by weakening, containing, and rolling back Syria. This effort must focus on removing Saddam Hussein from power in Iraq --an important Israeli strategic objective in its own right-- as a means of foiling Syria's regional ambitions. Jordan has challenged Syria's ambitions by suggesting the restoration of the Hashemites in Iraq.  
Since Iraq's future could affect the strategic balance in the Middle East

profoundly, Israel has an interest in supporting the Hashemites.  


Israel's new agenda [must] abandon a ["peace"] policy allowing for strategic
retreat, by reestablishing the principle of pre-emption*, rather than retaliation alone.  Israel's new strategic agenda can shape the regional environment in ways that grant Israel the room to refocus its energies back on rejuvenating the national ideal [i.e., racial and territorial Zionism].  
When Israel is on a sound economic footing, and is free, powerful, and
healthy internally, it will no longer simply manage the Arab-Israeli conflict; it will transcend it.


"[A Zionist] Israel --proud, wealthy, and strong-- would be the basis of a truly new and peaceful Middle East."

"Iraq's future profoundly affects the strategic balance in the Middle East. The battle to dominate and define Iraq is, therefore, over the long run,  the battle to dominate the entire balance of power in the Levant.  [Instability in Iraq] has created a [power] vacuum in an area geostrategically central, rich with natural resources.


That [power] vacuum could tempt Iraq's neighbors to intervene -- especially Syria, which
also [hopes] to control the region.  Iraq's chaos and <the fallout from?> Syria's efforts provide opportunities for [a
pan-Arab Hashemite] monarchy.  Jordan is best suited to manage
<under Israeli supervision> the tribal politics that will define the Levant in the wake of [the ultimate failure of]  secular-Arab nationalism.  If Jordan is successful, Syria would be isolated and surrounded by a new pro-western Jordanian-Israeli-Iraqi-Turkish bloc.  


  It would be prudent for the United States and Israel** to abandon
the
quest for 'comprehensive peace,' including its** 'land for peace' provision with Syria, since that locks the United States into futile attempts to prop-up local tyrants and the unnatural states underneath them. Instead, the United States and Israel** can use regional competition over Iraq [i.e., its resources and strategic location] to 'improve' the balance of power in favor of [its] regional friends like Jordan."
