I think maybe the caste system idea of untermensche and uber-chappies
is not really the only issue.

The issue [imo] is who says whats human and who says whats non-human.

Initially there was the social implementation of cloning - and now
we have cloning for human and other organ parts sanctioned eg. in UK
but scary as these issues appear - I think that we have seen nothing yet.

What will stop the multinational corporations who control the patents
for human genomes from creating an entirely new species.
eg. you could have 98.4% human DNA, but give the person a genetically
engineered pair of gills and other gas tolerances - and you could have an
entirely new species capable of working in and farming the ocean -
after all it covers 2 thirds of the earths surface.

The PR argument would then be that this amphibian is more human than an APE

Suppose that the pandoras box of Genetic Engineering is going to be opened
with the ruthless pursuit of profit in mind - and that the next generations
of mankind are under the control of the population factories a la aldous
huxley.

Then not only would we have a genetic caste system where perfectly
engineered humans have a great time [gattaca] but; the remaining bulk of
the human race would have any predisposition to anything other than manual
labour engineered out of it - such that the persom will be switched off at
night
remotely by chip - The notion of downloading programmes, instructions from
a central factory computer is approaching public realism through the
published advances in neurone and silicon integration.

Who would need the argumentative, messy, imperfect human race when a
programmable cyborg that can upload and implement instructions on a regular
basis is more desirable.

In order to head off this potentially Frankenstein debate - I suspect that
if such were to be profitably implemented - one would need much more in a
court of law or human rights than the mans a basic ape spin.

I predict that within the next 5 years there will be a gene/sequence
identified
that will be alleged to be responsible for intelligence and civilisation.

and on that basis - any Eugenics programme will have a solid foundation in
law.
