Secret Gulf meet focuses on Kashmir jehad, Osama

IN THE wake of UN sanctions on Taliban, leaders of pan-Islamic jehadi groups met in 
Saudi Arabia this month to deliberate on the strategy on key issues such as Osama Bin 
Laden and Kashmir.

Government sources indicate that in the garb of undertaking a piligrimage to Mecca, 
six jehadi leaders met in Jeddah between January 3 and 5, earlier this month. It is 
understood that the secret conclave was attended by Hizbul-Mujahideen supreme 
commander Syed Salahuddin, a representative of Lashkar-e-Tayyaba (LeT) and two persons 
from Taliban militia. The meeting did not have the patronage of the ruling Saudi royal 
family.

It is learnt that the overall focus of the meeting was on developments in Afghanistan 
against the prospect of tough UN sanctions on Taliban rulers. While the UN Security 
Council announced sanctions last December, they were imposed on Taliban Friday after 
the ruling militia failed to hand over Osama Bin Laden within the one-month stipulated 
period.

However, jehad in Kashmir apparently also figured in the meeting with pan-Islamic 
groups advocating in favour of continuing violence in the strife-torn state. It is 
reported that the conclave was a "success" with Islamic militant groups vowing to 
continue jehad against the Indian forces in Kashmir.

The Indian security forces have not initiated any combat operations against Kashmiri 
militants after Prime Minister Atal Bihari Vajpayee announced unilateral ceasefire 
from November 28.

While speaking in Udipi yesterday, Prime Minister Vajpayee had adopted a tough stand 
on the continuing cross-border terrorism in Kashmir and has asked Pakistan to rein in 
the jehadi groups.

The Indian formulation for resumption of Indo-Pak dialogue is hinged on Pakistan 
condemning terrorist violence. Vajpayee said the Pakistani argument that violence 
would stop once talks resume was "strange", and neither convinced India or the 
international community.

The leaders in the meeting at Jeddah mainly focused on UN sanctions on Taliban, which 
call for closure of military camps in Afghanistan. Besides militant training camps in 
the PoK, virtually all pan-Islamic groups such as LeT, Harkat-ul-Mujahideen, Al Badr 
have training camps in Khost and Jalalabad area of Afghanistan.
