THREE SOLDIERS WOUNDED IN LEBANON

  Three Israel Defense Forces soldiers were wounded on Thursday, two of them
seriously, during heavy Hizbullah shelling of outposts across the southern
Lebanon security zone, HA’ARETZ reported. Shells also fell inside Israel.
  According to Israel Radio, KOL YISRAEL, a senior IDF source said today
that weapon deliveries to Hizbullah have increased in recent months,
facilitating an increase in attacks. According to THE JERUSALEM POST, the
IDF Spokesman announced yesterday that Israel Air Force warplanes destroyed
a tank used by Hizbullah as well as other heavy artillery pieces, marking
the existence, for the first time, of hard evidence that Hizbullah possesses
such equipment. IDF Chief of Staff  Lt.-Gen. Shaul Mofaz said on Thursday
that Israel must refrain from walking into a Hizbullah trap and escalating
the situation.
  Meanwhile, the United Nations declared on Thursday that the disputed
Shebaa farm area, located on the western face of Mount Hermon on the
approach to an IDF outpost on Har Dov, does not lie within Lebanese
territory. Because the farm is not part of Lebanon, the IDF will be able to
maintain several outposts in the area in conformance with UN Resolution 425.

PALESTINIAN, ISRAELI CLASHES CONTINUE

  Palestinians clashed with Israeli security forces in renewed outbreaks of
violence in Hebron and Bethlehem today when hundreds of Palestinian students
marched to demand the release of additional Palestinian prisoners, HA’ARETZ
reported.
  Senior officials in the Palestinian Authority security establishment met
with senior Israel Defense Forces officers on Thursday night and said that
they intend to prevent shooting incidents over the weekend. The IDF demanded
that the PA take severe measures against Palestinian police who fired at IDF
troops on Monday.
  According to MA’ARIV, the IDF is maintaining a high level of alertness in
the West Bank and soldiers have been ordered to return fire. OC Central
Command, Maj.-Gen. Moshe (Bougy) Ya’alon said on Thursday that "the
Palestinians are firing up tensions in the field in order to obtain
achievements in other areas."

U.S., Israel, PA Experts Discuss Water Issues

  A U.S. delegation of water experts visited Israel on Thursday to discuss
solutions to the water problems faced by Israel and the Palestinian
Authority, HA’ARETZ reported.
  The delegation met with the Israeli team responsible for water issues,
headed by Ministry of Defense official Noah Kinarti, and discussed plans for
desalination projects. The U.S. and Israeli teams then met with the
Palestinian team. Discussions were described as "productive," and the
Israeli and Palestinian teams presented their short-and long term  water
needs, as well as possible solutions.

BEILIN EXTENDS EMERGENCY LAWS

  Minister of Justice Yossi Beilin asked the Cabinet on Thursday to approve
an extension of the state of emergency, under which Israel has formally
operated for 52 years, due to a conflict with the Histadrut labor union,
HA’ARETZ reported. Emergency regulations, many of them initiated during
British mandatory rule, empower the Government to take measures to protect
state security.
 Although cancellation of the emergency laws is one of Beilin’s primary
goals as Minister, he said that a six-month extension from the current July
26 expiration date is necessary to ensure a "safety net" to maintain
specific Government powers in the event that alternative legislation is not
passed in time.
 At issue with the union is the legislation enabling the Government to
operate vital services during a strike. The Histadrut strongly opposes
efforts to legislate limits on strike actions, but lack of a legal
alternative to the emergency regulations would leave the Government without
authority to curb strikes affecting essential services such as hospitals and
airports.

TEL AVIV UNIVERSITY TO INAUGURATE "JEWISH PEOPLE’S NOBEL PRIZE"

  Tel Aviv University President Professor Itamar Rabinovich announced on
Thursday that the University would set up a fund to award three $1 million
prizes annually to individuals or groups that promote the Jewish people,
HA’ARETZ reported.
  Rabinovich explained that prizes will be awarded in three different areas:
a "past" prize will be awarded for work in areas such as history or
archaeology, a "present" prize for contribution to public welfare and a
"future" prize for contributions in the field of science.

Members of Knesset Danny Naveh (Likud) Yuli Edelstein (Yisrael b’ Aliyah)
and Rehavam Ze’evi (National Unity) visited Jonathan Pollard in a North
Carolina Federal Penitentiary on Thursday, YEDIOT AHARONOT reported. Pollard
has been in prison since 1987 on charges of espionage for Israel. The
delegation reported that Pollard was in a good mental state.

ECONOMIC BRIEFS

*  The heads of two major Internet companies, America Online Investments and
eBay.com visited Israel this week to discuss potential investment and
business cooperation, THE JERUSALEM POST reported. The President of AOLI
said, "we have invested $190 million around the world and $60 million of
that sum in Israel—the number one country for us outside of the United States."

*  Industrial exports were seven percent higher in the first four months of
2000, compared to the same period last year, reaching $6.13 billion,
HA’ARETZ reported. The bulk of the growth came from the electronics sector,
with Israeli exports totaling $2.44 billion for the first third of 2000.
